Description
NA On or about 05 September 2003, this office will issue Invitation for Bids for the construction of Surge Tank Floor Repair, Oahe Power Plant, Pierre, SD. Bids will be opened on or about 07 October 2003. This solicitation is unrestricted and open to both l arge and small business participation. One of the surge tanks will be opened for viewing on 23 September 2003. Contractors interested in viewing the tank, need to make reservations by 18 September with Eric Stasch, US Army Corps of Engineers, 28563 Powerhouse Road, Pierre, SD 57501 605-224-58 62, Ext. 3001. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Registering below. The work will include the following: (Approx. quantities) The purpose of this work is to weld repair corrosion pits in the floor of the surge tanks. Also the tank floors along with the lower 2 feet of the surge tank walls are to be sandblasted and painted with vinyl paint. The tanks are 70 feet in diameter and ha ve approximately 200 corrosion pits per tank. There are seven sets of tanks, for a total of fourteen tanks. The work will need to be coordinated with the tank outage schedule. Currently the outages are scheduled as follows; two sets of tanks for the Spr ing of 2004, two sets for the Fall of 2004, two sets for the Spring of 2005 and 1 set for the Fall of 2005. There will be mobilization and de-mobilization required for each seasons work. The estimated construction cost of this project is between $500,000 and $1,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for fiscal year 2003: (a) Small Business: 57.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.9% of planned subcontracting dollars*. (c) Women Owned Small Business: 8.1% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 3.0% of planned subcontracting dollars*. (e) Hubzones: 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and completed by the fall of 2005. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and pay ment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format. Amendments will be available through the Internet address indicated above. Contractors, Subcontractors and suppliers shall be responsible to check the interne t address for amendments. If any of the information changes during the advertisement period, you must make changes through the Omaha District web address.
