- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is F19628-03-Q-0709 Quotations that do not include prices for all requirements will not be considered. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-13. This requirement is UNRESTRICTED. The North American Industry Classification System (NAICS) Code is 334515. This solicitation is being issued as a Notice of Intent to issue a commercial purchase order using the Simplified Acquisition Procedures to "GL Communications, Inc, 207A Perry Parkway Suite One, Gaithersburg, MD 20877-2196, on a SOLE SOURCE basis to purchase computer hardware and software for monitoring T1 PRIs. The list of exact part numbers required are: Item (1) Rack-mounted PCs with 4 Dual Ultra Cards and ISDN Protocol Analysis SW installed, 6 each; Item (2) Central System Management Software and enhanced database for Network Surveillance, 1 each. These items must be delivered (FOB destination) no later than 30-45 days after contract award. Deliver to 250 Hall Blvd, Suite 322, Bldg 2058, (Lackland AFB), San Antonio TX 78243. This acquisition will result in a Firm Fixed Price (FFP) contract. The estimated dollar value is $147,948.00. The following provisions and clauses apply to this procurement: FAR 52-212-1 - Instructions to Offerors - Commercial Evaluation criteria - Commercial Items: Award will be made to the responsible offeror whose offer is considered to be the most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items; FAR 52-212-3, Offeror Representations and Certification - Commercial Items (all offerores shall include a complete copy of this provision with their proposal); FAR 52.212-4 - Contract Terms and Conditions - Commercial Items; FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, in paragraph (b) the following clauses apply: FAR 52.215-2, 52.219-8, 52.222-03, 52.222-19, 52.222-21, 52.222-26, 52-222-35, 52.222-36, 52.222-41, 52.225.03, 52.225-13, 52.232-33, 52.232-36, 52.233-3, 52.247-64. Also applicable is DFARS the following clause(s) apply: 252.212-7001, 252.225-7001, 252.232-7003, 252.225-7014, 252.247-7023, 252.247-7024.
