- Synergistics Automated Entry Control System The work is for the installation and service of maintaining an existing Synergistics Automated Entry Control System. In order to maintain the present system, offerors must be trained by Synergistics and must be authorized by Synergistics,to install , maintain and use the system. The system is installed in and controls entry and movement within the AFMC Headquarters Complex at Wright-Patterson AFB, Ohio. The existing system controls a total of 56 card readers and has the capability of controlling approximately 56 magnetic locking devices on doors located at the interior and exterior entry points. This access control system uses an IBM compatible AT Computer as its central processor unit. The system operates on proprietary software written by Synergistics, Inc. of Natick, Mass. and has capability of redundant mode operation, which provides 100% computer and memory back-up in the form of a secondary IBM-PC computer in case of primary computer failure. This solicitation is for commercial items as supplemented by additional information included in this notice. This item is prepared in accordance with the format in FAR Subpart 12.6, this announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation F33601-03-T-0217 is the Request for Quotations. NAICS code is 561621. The FSC Code is J063. The acquisition has one line item. The contractor is responsible for the maintenance service of an existing Synergistics Automated Entry Control System as described in the (SOW) Statement of Work, and provide all necessary maintenance, labor, and documentation as described in the Statement of Work. The SOW can be found at http://www.pixs.wpafb.af.mil/. This will be a Firm Fixed Price contract with a base and four one year options. This Request for Quotation will be made based on ?best value? to the Government, not necessarily lowest quote. This acquisition is done in accordance with FAR 5.101 (a) (2) (ii). Written and faxed quotes are being accepted. All responsible sources must submit a response No later than 10 Sept 2003 to Barbara P. Jemmott at 88 ABW/ PKSA, 1940 Allbrook Drive, Suite 3, Wright-Patterson AFB, OH 45433-5309, (937) 257-6146 EXT 4233, FAX (937) 257-3926. Solicitation provision at FAR 52.212-1 (Oct 2000), Instructions to Offerors?Commercial Items are hereby Incorporated by reference. This solicitation is 100% set-aside for Small Business concern in accordance with (IAW) the FAR clause at 52.219-6, ?Notice of Total Small Business Set- Aside (Jul 96)?, applies. The following paragraphs (a) thru (c) are supplemental instructions (Addendum to Provision 52.212-1) to offerors for development of proposals. (a) Purpose: These instructions prescribe the format of proposal and describe the approach for the development and presentation of proposal data. They are designed to ensure the submission of the information essential to the understanding and comprehensive validation of proposals. The instructions permit the inclusion of any additional data or information an offeror deems pertinent. Offerors are cautioned to follow the detailed instructions fully and carefully, as the government intends to make an award based on initial offers received, without discussions of such offers. (b) Proposal Format ? Please return the following: 1) Past Performance Questionnaire, 3 page limit (1 copy) 2) Completed Representation and Certifications (52.212-3 attached hereto), 9 pages limit (1 copy) 3) Completed Price Quote to include schedule 5 page limit (1 copy) Proposal shall be submitted to 88 ABW/PKSA, Area C, Building 1, Room 109, Attention: Barbara P. Jemmott, 1940 Allbrook Drive, Suite 3, Wright-Patterson AFB, OH 45433-5309. (c) Past Performance: The offeror will submit a copy of the Past Performance Questionnaire (attached hereto) to three reference with instructions to send completed questionnaires to the Contracting Specialist, Barbara P. Past Performance Questionnaires may also be faxed to (937) 257-3926 (ATTN: Barbara P. Jemmott).
