Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation F41652-03-T-0007 is issued as a request for quotes. This solicitation document & incorporated provisions & clauses are those in effect through Federal Acquisition Circular 2001-13. This procurement is a 100% small business set-aside. The NIACS Code is 237130 with a size standard of $28,500,000. You must be registered in the Central Contractor Registration (CCR) to bid on this solicitation. DESCRIPTION: START Antenna Tower Repair, Line Item 0001: Repair the 140ft. communications tower used for Net and START Net Radio Antennas. The tower needs to be re-guyed according to EIA/TIA-222-F Structural Standards for Steel Antenna Towers and Antenna Supporting Structures. This work should include removal and installation of new anchors, removal and installation of new guy wire with turnbuckles, performs, and thimbles. The tower needs to be cleaned, prepped and painted to FAA specifications as outlined in FAA Advisory Circular 70/7460-1H. The Insulators will be removed and all guy wire will be replaced without insulators. The guy wire size will be that of which is standard commercial practice. A ground kit for the transmission line going to the antenna will also be added. Guy wires should be grounded. The antennas will only be removed for a maximum of 24 hours. Lighting will not change. New anchors will be grounded. No antennas will be added to the tower. All anchors should stay in same place when all is complete. Tower will also need a ground loop. There are a bit of shrubs around antenna but the contractor could remove shrubs only as necessary to complete the work. Also, FYI this tower is 27 years old. This award will be made on the basis of lowest cost, technically acceptable. Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with this offer.
