Description
In accordance with the Federal Aviation Administration Acquisition Management System (FAAAMS) paragraph 3.2.1.3.12, the purpose of this announcement is to inform industry that the FAA intends to contract, in an amount greater than $100,000. THE SOLICITATION TO BE ISSUED BASED ON THIS ANNOUNCEMENT WILL REPLACE PREVIOUS SOLICITATION DTFACT-03-R-00009, ISSUED ON JUNE 16, 2003, WHICH HAS BEEN CANCELLED IN ITS ENTIRETY. IT IS NOT NECESSARY FOR OFFERORS WHO REPLIED TO THE ORGINAL ANNOUNCEMENT TO REPLY AGAIN. SOLICITATION BASED ON THIS ANNOUNCEMENT WILL BE ISSUED DURING THE WEEK OF AUGUST 25, 2003. The Federal Aviation Administration, William J. Hughes Technical Center, is seeking to award a competitive contract to provide continuing technical engineering support for the Surface Movement Advisor Free Flight (SMA Free Flight) Program. Background: SMA Free Flight is currently deployed in 16 airports throughout the country. The SMA, used by the airlines, improves airport surface operations by providing Airline Operations Centers (AOCs) and airport ramp control personnel with near real-time aircraft position data and estimated time-to-touchdown information for arrivals in the terminal area. It is currently anticipated that the SMA system will be expanded to at least 12 additional field sites. The objective of the proposed contract is to perform continued SMA support activities including system software and hardware maintenance updates and engineering. Because SMA maintenance tends to be of a highly visible nature, and requires direct involvement with the airline industry, it is extremely critical that maintenance support is acquired without impacting scheduled engineering and operational activities. This maintenance also includes 2nd level field support including a Help-Desk operation to respond to all SMA concerns and issues. Systems currently included in, and/or, affected by the work effort, are as follows: SMA ARTSIIIE (Automated Radar Terminal System) AGW (ARTS Gateway) system interface SMA STARS (Standard Terminal Automation Replacement System) AIG system interface SMA ARTSIIIA ODS (Optical Disk Subsystem) interface SMA AMASS TAIU (Airport Movement Area Safety System/Terminal Automation Interface Unit) SMA Atlanta Prototype The period of performance of the contract will be for 5 years, and the Government estimates a total contract ceiling of 97,130 hours. The contract type to be awarded will be Indefinite Delivery Indefinite Quantity (IDIQ) with Time and Material or Labor Hour Delivery Orders. This procurement is 100% set-aside for Small Business. The NAICS code for this requirement will be 541330 (Engineering Services). Small business size standard is $4.0 million in annual receipts. Award will be based on Best Value evaluation. Technical abilities will be considered more important than cost, with the highest emphasis being placed on direct SMA or related systems experience. Companies interested in receiving a solicitation package and submitting a proposal for these services may submit a written request via e-mail or facsimile only.
