Description
The U.S. Department of State, Office of Logistics Management, on behalf of the Overseas Buildings Operations, is seeking information from architectural and engineering firms within the immediate Washington, DC metropolitan area that are on a GSA Schedule (not MOBIIS), and possess a Department of Defense (DoD) Secret facility clearance, issued in accordance with the National Industrial Security Program Operating Manual, DoD 5220.22-M. Specifically designated personnel must also hold a Secret personnel security clearance issued by the Defense Industrial Security Clearance Office. The Project Execution Office, Design and Engineering Division, Civil/Structural Engineering Branch, is searching for a minimum of one mid/senior level geotechnical engineer and one mid/senior level structural-seismic engineer working on-site at State Annex Six on overseas building projects at diplomatic facilities. The majority of tasks involve geotechnical/structural engineering studies, analyses, and evaluations of issues, conditions, or documents relating to office buildings and other diplomatic facilities. Categories of proposed construction or changes, modifications, or alterations to existing buildings or sites which could require evaluation or review include: feasibility of constructing new facilities on proposed sites; recommendations for designing and constructing foundations and/or site stabilization measures for existing sites, new buildings, or additions or annexes to existing facilities; and assessment of site conditions of properties proposed for acquisition or long-term lease. Other facility types not related to office buildings, but within the range of geotechnical services listed below include Embassy Residences, staff housing, warehouses, ancillary buildings, motor pool facilities, and perimeter access control facilities, fences and gates. The services may apply to one or more facilities, and may include any or all of the following areas: a. Consult with appropriate OBO officials to define geotechnical/structural engineering requirements concerning the specified facilities and review data available within OBO on these facilities, b. Perform all geotechnical/structural design and engineering services, as specified, c. When required, prepare a complete set of construction documents, or perform a specified number of progress reviews of documents prepared by others, for each specified project location, d. Evaluate geotechnical/structural designs and reports for conformance with expected gravity loads, winds, seismic loads, etc., when required, e. Review and make recommendations for approval or changes required to alterations requested by U.S. Foreign Service posts which may affect the geotechnical/structural performance of the affected facility, f. Evaluate data provided by others on properties proposed for acquisition by the U.S. Government to ascertain their geotechnical/structural accuracy and adequacy, g. Where necessary, evaluate damage sustained by U.S. overseas diplomatic facilities structures and foundations to ensure that structural adequacy is maintained, h. Provide all work products in a form which can be stored and utilized by OBO, and discuss work products with appropriate OBO officials, as required, i. Conduct coordination meetings with other contract A/E personnel involved in the execution of a tasked project, j. Travel to overseas diplomatic facilities, when required, k. When required, perform limited testing and inspection services in support of the above-listed services, l. Participate as a member of an OBO site evaluation/selection team for New Embassy Compound projects, m. Advise OBO staff on matters related to geotechnical, structural, and seismic engineering, as required. The initial period of performance for each labor category is three calendar months with the option to extend the term for additional services, but shall not exceed a total of one calendar year.
