- The purpose of this modification is to change this announcement from Sole Source to Competitive. It should read as follows: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ) 132461 and this number shall be referenced on all quotes. The provisions and clauses incorporated are those in effect through Federa1 Acquisition Circular 2001-14. This solicitation is under the Simplified Acquisition procedures (SAP). The Standard Industrial Classification Code is 421490. This will be a Firm-Fixed Price aggregate award contract for the following laboratory equipment: (1 ea.) VHP1000ED-Mobile Biodecontamination System, (1 ea) Factory Test and calibration, (1 ea) Standard Software Development Documentation, 35 percent VAPROX Hydrogen Peroxide 6 x 95 mll. Specifications: The portable decontamination device must be portable to allow it to be utilized within FBI?s laboratory space and/or at alternate locations in the field. The decontamination device must generate products that are environmentally friendly and safe for handlers. The device must be able to inactivate a broad spectrum of microbiological agents, to include vegetative bacteria, bacterial spores and viruses. The device must be fully automated to permit hands-free operation to prevent exposure of workers to the decontaminating agent. The decontamination device must be effective at ambient temperatures and not require humidification. A standard commercial warranty is required. FOB-Destination-Woodbridge, VA 22191. FAR Provision 52.212-1 Instructions to Offerors-Commercial Items (OCT 2000), FAR Clause 52.212-4 Contract Terms and Conditions-Commerce Items (FEB 2002), FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUNE 2003). Each offeror shall include a completed copy of the FAR Provision 52.212-3-Offeror Representations and Certifications-Commercial items (JUNE 2003), Offerors are encouraged to fax quotes to (202) 324-0570. FAR Provision 52.215-5 Facsimile Proposal (OCT 1997). The Government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
