Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis under authority of FAR 6.302 with the Northern Wisconsin Area Health Education Center (AHEC), Wausau, WI for the professional services of developing health information resources, services and model programs to improve Hmong patient-health professional communication. The period of performance shall be for one (1) one-year period. The Northern Wisconsin AHEC will focus on the health literacy of the Hmong population and providers? understanding of traditional Hmong health beliefs and practices. Target audiences include providers and interpreters, as well as Hmong leaders and consumers. Specifically, the AHEC shall 1) work with partners to provide health education services to Hmong and their health care providers to include research into the development of a Hmong Health Education Institute based in north central Wisconsin, organization of a Hmong health conference for providers, interpreters and consumers including a Hmong Family Health Fair, and marketing of resources and programs via mainstream and Hmong media and 2) provide bilingual health information for the Hmong community including their health care providers and medical interpreters to include evaluating and improving the Hmong Health web site, developing and evaluating a model for producing culturally and linguistically appropriate health information for immigrant populations, producing multimedia bilingual health information in Hmong and English, developing computer literacy resources for the Hmong populations and publishing a Hmong/English health guide for medical interpreters and Hmong health care consumers. The NLM determined the Northern Wisconsin AHEC to be uniquely qualified to perform the above professional serviced. The N. Wisconsin AHEC has established relationships with the Hmong population. Working with the Hmong population, N. Wisconsin AHEC has developed high quality, peer reviewed information sources in Hmong. Their web site is of such high quality the NLM is linking to it. At this time, they are the main organization developing health information and health education materials for and with the Hmong population. This service will be procured under FAR Part 13 (Simplified Acquisitions.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm?s ability to meet the government?s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice. NLM synopsis No. 03-222/NSD shall be noted on all correspondence to this announcement.
