Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Experimental Immunology Branch (EIB), plans to procure a FLUOStar Optima Plate Reader from BMG Labtechnologies, Inc., 2415 Presidential Drive, Bldg 204-118, Durham, NCI 27703. The Immune Targeting Section, EIB/NCI studies Toll-like receptors (TLRs), their structure, function and cell biology. The function of TLRs is studied by measuring luciferase reporter induction and by assaying cytokine and chemokine production. Luciferase is detected by measuring luminescence, and the most accurate way of doing this requires a plate reader with microinjectors. Cytokines, chemokines and protein concentrations are measured using ELISAs, and to do this we require a microplate reader that measures both absorbance and fluorescence. These measurements are done routinely and a microplate reader is required that measures all of the above, without involved conversion procedures. The data must be output in a method that is easily analyzed using common spreadsheets, which are available on each investigator?s personal computer. In addition, the instrument is equipped with two reagent injectors, allowing measurement of flash and glow luminescence for dual luciferase assays. The technology of the instrument will also allow us to perform time-resolved assays. It will also allow us to read plates with 6-384 wells. This item is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 2:00 p.m. EDT, on September 2, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
