Description
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a non-competitive basis with the ICF Consulting Group located in Fairfax, Virginia to continue the development of a Seafood Inspection Data System (SIDS). The NOAA Seafood Inspection Program is enhancing a 32-bit Visual Basic client-server application running on an Oracle database. The SIDS application will help the Seafood Inspection Program electronically produce and report on numerous seafood certificates issued by the Program. The tasks focus on resolving known problems with the software, determining management reporting requirements, designing and developing the management reports, developing new electronic certificates that will replace the current hard-copies, and identifying additional functions for the application. The ICF Consulting Group has been involved with the development of this software application and wrote the existing application code. The requirements of the Statement of Work require the technical knowledge of the Visual Basic and Internet applications. The Seafood Inspection Program offers a variety of inspection services to all segments of the seafood industry from harvesters to retailers. These services include in-plant sanitation, product inspection, grading and certification services, as well as domestic and international training and consulting services. The overall objective of SIDS is to provide an interactive database that allows for data input, reports, and queries by program personnel in Silver Spring and field offices. The database is separated into specific modules pertaining to various elements of the inspection program, such as product labels, inspection certificates, and contracts. One of the functions will allow program staff in field locations to enter inspection data and print a completed inspection certificate, which can be forwarded to the customer who requested the inspection. The data will be saved and can be viewed in various sorted formats as needed by program staff. Currently, inspection data are not interactive or in any centralized, national database, therefore not easily available to program personnel. The period of performance shall be twelve (12) months.
