Description

THIS IS AN AMENDMENT TO THE NOTICE POSTED ON 8/20/2003 FOR THIS SOLICITATION. THE ONLY CHANGE TO THE SOLICITATION IS THAT POTENTIAL OFFERORS MUST EITHER (A) INCLUDE ALL POTENTIAL CONTRACTOR TRAVEL COSTS IN THE FIRM-FIXED-PRICE FOR EACH OF THE APPLICABLE LINE ITEM(S) OR (B) ADD SEPARATE LINE ITEM(S) TO THEIR QUOTE FOR THEIR WORST-CASE ESTIMATE FOR CONTRACTOR TRAVEL COSTS. IN THE LATTER CASE, THE BASIS FOR THE TRAVEL ESTIMATE MUST BE PROVIDED IN THE QUOTE, AND TRAVEL COSTS WOULD BE REIMBURSED IN ACCORDANCE WITH FAR 31.205-46, TRAVEL COSTS (SPECIFICALLY, THEY WOULD BE REIMBURSED IN ACCORDANCE WITH THE MAXIMUM PER DIEM RATES SPECIFIED CHAPTER 301 OF THE FEDERAL TRAVEL REGULATION, WHICH IS ACCESSIBLE ON THE INTERNET AT http://www.policyworks.gov/org/main/mt/homepage/mtt/perdiem/perd02d.html. THE REMAINDER OF THIS NOTICE IS THE CONTENT OF THE PREVIOUS NOTICE, AND ALL OTHER TERMS AND CONDITIONS FOR THIS SOLICITATION REMAIN UNCHANGED AND IN FULL FORCE AND EFFECT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. *** This solicitation seeks quotes for NEW equipment only; the Government will not consider quotes for refurbished equipment. *** The solicitation number is SB1341-03-Q-0802. THE SPECIFICATIONS/REQUIREMENTS WOULD THEN BE EMAILED TO THE POTENTIAL OFFEROR IN .doc FORMAT. *** Item Numbers 0001AA, 0002AA and 0003AA MUST be offered on an FOB Destination priced basis. *** Delivery of Item Numbers 0001AA, 0002AA and 0003AA must be made to the address that will be specified in the delivery order (NIST, Building 301 Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001). *** DELIVERY OF ITEM NUMBERS 0001AA, 0002AA AND 0003AA MUST BE MADE TO THE SPECIFIED DELIVERY ADDRESS NOT BEFORE DECEMBER 20, 2003 BUT NOT AFTER DECEMBER 31, 2003. *** The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. *** Award will be made using Simplified Acquisition Procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical acceptability of items offered, in terms of whether they meet or exceed the specifications listed in this solicitation; past performance information for the Offeror, and evaluated price. Non-price evaluation factors are more important than price. *** Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with their offer, with all applicable sections therein completed by the Offeror. *** The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. *** The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition; the additional FAR clauses cited in that clause that apply to this solicitation include: (1) 52.203-6; (3) 52.219-4; (7) 52.219-8; (8) Alternate II of 52.219-9; (13) 52.222-3; (14) 52.222-19; (15) 52.222-21; (16) 52.222-26; (17) 52.222-35; (18) 52.222-36; (19) 52.222-37; (23) 52.225-5; (24) 52.225-13; (30) 52.232-34; (33)(i) Preference for Privately Owned U.S.-Flag Commercial Vessels. *** All FAR provisions and clauses cited in this solicitation are accessible at http://www.arnet.gov/far under the button ?Current FAR? in Part 52. *** AT A MINIMUM, RESPONSES TO BHE THE FOLLOWING 9 ITEMS (10 ITEMS FOR LARGE BUSINESSES) MUST BE PROVIDED IN THE QUOTE: (1) Detailed technical literature that shows what is being offered for Item Numbers 0001AA, 0002AA and 0003AA (including specifications that show dimensions, performance characteristics, functions, etc.); (2) FOB Destination-based firm-fixed-price for each offered item; (3) At least three past performance references for SIMILAR contracts/orders completed within the past 3 years (or are currently being completed), to include the name of the customer organization, a named point of contact in that organization that is familiar with the contract/order from a technical or contractual standpoint, their phone number, their email address, and their fax number; (4) Indication of both duration of warranty AND nature of warranty offered for Item Numbers 0001AA, 0002AA and 0003AA (the Government requires that the standard commercial warranty be offered for items being quoted for this solicitation; extended warranty may offered, and, if offered, it must be priced separately in the quotation); (5) Completed copy of FAR provision 52.212-3, which is accessible on the internet in .html format or .pdf format at http://www.arnet.gov/far under the button ?Current FAR? in Part 52; (6) Indication of when Item Numbers 0001AA, 0002AA and 0003AA would be delivered to the NIST shipping and receiving dock after receipt of order (assuming an award date of no later than September 22, 2003, and consideration of the requirement that Item Numbers 0001AA, 0002AA and 0003AA MUST be RECEIVED at the NIST shipping and receiving dock between December 20, 2003 and December 31, 2003); (7) List of what items and/or services that NIST would have to provide the Contractor during installation for the Contractor to complete the installation (if applicable); (8) Copy of the acceptance testing plans that will be used by the Contractor as the basis to conduct acceptance testing at NIST under Item Numbers 0001AC, 0002AC and 0003AC; (9) List of assumptions made by the offeror in submitting the quote that relate to Contractor performance after award; and (10) for offerors that are not small businesses under NAICS Code 333994, a completed subcontracting plan that contains all elements required by FAR clause 52.219-9, Alternate II.
