Description
HQ Defense Contract Management Agency intends to issue a purchase order to Information Handling Service for Parts/Logistics Information and Specifications/Standards Access from October 1, 2003 through September 30, 2004. Information Handling Services is the only company that can provide these services for these critical standards in a manner that is most effective to the Government. DCMA requires a single, centralized source of information to query complicated searches to ensure required reference material is not overlooked. The core product being obtained is proprietary to Information Handling Services. A) Parts/Logistics Information: DCMA requires direct electronic access to parts/logistics information for numerous employees worldwide. The contractor shall provide DCMA access to the following information: - Access is provided for at least 10 simultaneous users - Access to procurement histories of more than 30 years - Links to related databases, including specs/standards are clearly visible in the part report - Keyword search in layman?s terms of product description and technical characteristics - Embedded search to include unrestricted placement of wildcard - Search by multiple corresponding CAGE codes - Search by company name alone without having to input CAGE code - Batch searching where search data is an imported file and result can be tailored by specific data elements - Cross reference within the Navy?s APL database back to FLIS - Quarterly usage report on of sessions, number of hours online and any reports of times when users were denied access - Access to RFQ/pricing/inventory of commercial parts meeting COTS requirements - Access to catalog pages of commercial parts - Meet DISA certifications and be certified by NMCI B) Specifications and Standards include five (5) Active Military Specifications and Standard licenses, five (5) Historical Military Specs and Standards license, from 1990 forward including all search functionality, and DoD Adopted Standards Complete File; The contractor shall provide DCMA access to the following information: - Access is provided for at least 5 simultaneous users - Access to all active military and DoD Adopted standards/specs for over the last 20 years with no copyright or licensing problems - Immediate and unlimited electronic delivery to the desktop viewing(with no additional charges) for at least 90% of the DoD Adopted Specification and Standards and all historical military standards dating back to at least 1990. (This is to include Navy Technical Publications used in contracts) - Links to related data bases are clearly visible in the report - Must reduce the overall long-term cost of repeated buys of documents - Quarterly usage report on number of sessions, number of hours online and any reports of times when users were denied access - Must be able to search by Document Number, Organization, Keyword, and Document Type - Must be able to search by DoD Adopted and Government Specifications and Standards - Must be able to filter results by industry standard, Government documents, and ANSI approved status - Must be able to search a certain publication date range - Must be able to establish a ?favorite? document list - Links seamlessly from Specification and Standards data base to the Parts/Logistics data base This notice of intent is not a request for competitive quotations. All interested parties may respond in writing with information on their product and services with sufficient technical and cost information to allow for a detailed evaluation to the Contract Specialist, C. Jiongco, at HQ Defense Contract Management Agency within 5 days of the date of publication of this notice. No telephonic responses will be accepted. No additional synopsis will be issued.--
