- Description
- NASA/MSFC has a requirement for a three-dimensional real fluids computational fluid dynamics (CFD) code for the analysis of turbopumps. This analysis is possible through the application of the unique MSFC code, CORSAIR. This code represents the state-of-the-art in unsteady flow analysis in turbines. NASA/MSFC intends to purchase the analysis from the University of Tennessee Space Institute only for implementing and improving the Generalized Equation Set in the NASA/MSFC Phantom code. The university has developed many of the velocity preconditioning parameters used in the Generalized Equation Set. These unique abilities and insights are needed to help develop the velocity preconditioning parameters specifically for turbomachinery applications. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/3/2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
