Description
This Request for Information (RFI) solicits responses from firms currently involved in the aerial disbursement of fire retardant materials and firms interested in future opportunities to perform such operations for the Federal Land Management Agencies. The submitted information will be used by the involved agencies to assist managers in the formation of future contract requirements for air tankers. After a determination has been made regarding contract requirements and appropriate levels of funding are available for the selected approach, a Request for Proposals (RFP) will be issued. The RFP will be solicited under full and open competition and result in a "Best Value" award. Background: In 2002, the federal wildfire suppression agencies experienced aircraft and crew losses that led to an analysis of the status of the private sector airtanker fleet. It was determined that the fleet was aging, in need of replacement and/or modernization, and that further acquisition of military surplus airframes was not justified. Further, it was determined that continued dependence on converted military aircraft merely deferred the development of modern aircraft purpose built for the aerial fire suppression role, and served to discourage technological advancement. The federal agencies (USDA Forest Service & USDOI Bureau of Land Management) are actively seeking resolution to these issues in two ways: 1. Currently contracted fleet replacement- Proposals for next generation fixed-wing aerial suppression platforms range from less than 1,000gallon capacity to over 20,000 gallons. Proposals for eventual replacement should be limited to modern fixed wing, turbine powered aircraft. 2. Currently contracted fleet modernization - Certain makes and models of aircraft currently in use may be candidates for modernization. Proposals for modernization of specific models should also specify turbine power and provide 15 to 20 years of extended service life.
