- Make the following changes to the pre-solicitation notice: (1) Delete the term "Western Iowa", all work is to be completed within the State of Louisiana. (2) Change the completion date from December 31, 2003 to April 30, 2004. (3) Delete the requirement for being qualified as a USDA Technical Service Provider (TSP) in the Wetlands (Interdisciplinary) Engineering Components category. The only TSP category that offerors will be required to be certified in is the Wetlands (Interdisciplinary) Biological Components category. Offerors must meet certification requirements to be eligible to receive contract award. (4) The date for receipt of offers is hereby changed from September 8, 2003 to September 10, 2003. No other changes necessary.
