- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. ***The asso ciated North American Industrial Classification System (NAICS) code for this procurement is 624190 with a small business size standard of $6.0 Million. All interested offerors may submit a quote. The army family advocacy program(fap) was established to add ress spouse and child abuse in the military. the fap provides prevention education and direct services to address problems associated with family violence in the military. however, the department of the army recognizes the need to improve its response to victims of domestic violence and subsequently has directed that victim advocate services be implemented at each installation. the fap victim advocate is responsible for providing comprehensive services to assist and advocate for victims of spouse abuse. the victim advocate(va) contractor will coordinate with both military and civilian medical, legal, social services, and criminal justice systems to assure that the victims' interest are represented. It is anticipated to be a base year and four (4) optiona l year contract to run concurrently from 1 October, 2003 through 30 September 2004 for the base year. Clines structure is broken out as follows: the contractor shall operate a 24 hour toll free domestic violence crisis hot line. to ensure safety of the co ntractor and client the initial meeting for this service, may take place at the clients home only after the police unit representative has removed the alleged offender from the home, the initial meeting may also be held at the presidio of Monterey police department, other local civilian police departments, or at a shelter. sequent meeting will be held in a location that is convenient to the client. the contractor shall provide labor, material, and other equipment as needed. advocacy services for the vict im of domestic violence, including professional development of resource material and planning/implementation domestic violence awareness month activities. in accordance with sow. the contractor shall provide all labor, materials, and other equipment for vi ctim advocate services. training. contractor shall attend one government designated conference per year. in accordance with sow. the contractor shall provide all labor materials, and other equipment for victim advocate services. the contractor will be re imbursed up to $ 500 for supplemental resource materials obtained from commercial or other governmental resources. in accordance with sow. all offers will be evaluated based on three factors: past performance (consisting of qualifications and experience) and price. price is of equal value as past performance. however, as other factors become more equal between offerors price will become more significant.
