Description
Picatinny Arsenal in keeping with current Federal guidelines directing resource economy has chosen to privatize the role and responsibilities of the Family Advocacy Program Manager (FAPM) and Exceptional Family Member Program Manager (EFMP). The Congress of the United States has mandated FAPM services remain available at each installation and be provided by a Masters level qualified professional. The role of the contractor, Family Advocacy Program Manager (FAPM) and Exceptional Family Member Program Manager, is to be fulfilled by one individual as an element of Army Community Service (ACS), Picatinny Arsenal, in support of the Family Advocacy Program (FAP) and the Exceptional Family Member Program (EFMP). Clients eligible for ACS services are Active Duty Military and their family members, Reserve and National Guard on active duty and their family members, Retired Military and their family members, DOD employees, NAF employees and their family members. Priority for service is to Active Duty Military and their family members. The Contractor may participate in activities at other military locations. The ACS office is open Monday-Friday from 0730-1600. The Contractor shall be on site 980 hours during the course of the one-year contract. The hours are to be distributed to provide program services each month over the twelve-month period. On site is defined as being on duty but not limited to being on the premises. Schedule will be flexible, either days or evenings, to provide prevention and education programs to clients in order to complete the requirements of this contract. The contractor will provide a private home phone number to accept calls for emergency telephone consultation off hours. The Contractor shall perform as the Family Advocacy Program Manager and Exceptional Family Member Program Manager. This individual shall be responsible for (1) acting as the central point of contact with the government, (2) monitoring operation of all portions of the FAP contract program in accordance with (IAW) the provisions of AR 608-1 and AR 608-18, and in coordination with the ACS Program Coordinator, all guidance and instruction will come from COR, (3) monitoring operation of all portions of the EFMP contract program in accordance with (IAW) the provisions of AR 608-1 and AR 608- 75, and in coordination with the ACS Program Coordinator, all guidance and instruction will come from COR, maintaining effective working relationships with commanders, staff agencies, directorates, and local civilian community, (4) assuring direct services as specified in SOW. The Contractor position requires a National Agency Check covering a public trust position. Government correspondence shall be prepared by the Contractor IAW AR 25-50, Preparing and Managing Correspondence. The Contractor shall prepare and deliver to the Director of Army Community Service, COR or his/her authorized representative the following: A monthly summary of services must be submitted by the 10th of each month for the previous month in each program. Summary must include, but not be limited to: DA 3063, which includes workshops scheduled, number of attendees, characteristics of the user population (to include grade and status, i.e., military, civilian, family member, on-post, off-post resident) demands for new program services based on client needs, numbers and kinds of public information articles, marketing needs, and other data deemed necessary by the Director of Army Community Service and the COR. CONTRACTOR MUST PROVIDE AS FOLLOWS: FAMILY ADVOCACY PROGRAM 1. Family Advocacy Service IAW AR 608-18, DoD Standards and all other pertinent DoD, DA, or Picatinny Arsenal regulations, pamphlets, and guidance. The program will consist of the following components: a. The Contractor will conduct briefings with commanders, military unit personnel, Child Development Center (CDC), Family Childcare (FCC), volunteers, various community/military human service agencies and the general military community on the nature and purpose of the FAP; b. The Contractor will research, develop, coordinate and conduct primary and secondary prevention programs to prevent family violence and to mitigate its accompanying social and emotional effects; c. The Contractor will conduct in-depth education for all unit personnel and post staff in the interrelationships of social, cultural and psychological causes and effects of child abuse/neglect and spouse abuse, the relationship of the unique lifestyle of the military to these problems, and the personality characteristics of abusive individuals and families. FAPM and Case Management: As the Case Manager for all FAP cases the Contractor will initiate and maintain communication with the unit commander by: providing written notification of the incident; written outline of the treatment plan and Case Review Committee recommendations; reports on soldier’s attendance and cooperation with the treatment plan; evaluation of soldier’s progress in treatment; notify unit commander of any subsequent acts of abuse or any failure to participate in the prescribed treatment plan. Written/Administrative Procedures: a. The Contractor will offer educational programs to all members of the community. Contractor will publicize classes for all available media at least four weeks prior to classes beginning; b. The Contractor shall produce a lesson plan will monitor distribution of sign-in sheets (DA Form 5900) and critique sheets to all individuals attending the education classes; c. The Contractor shall maintain preparation of a minimum of one media article each quarter and deliver to COR. Article should contain information on all education classes and a brief synopsis of each class; d. The Contractor shall keep statistics on clients in classes. Information will include the number of classes conducted with total attendance at each class as outlined in the Management Report DA FORM 3063; e. The Contractor will be responsible for development, organization, and running of activities during Child Abuse Prevention Month held in April each year and Domestic Violence Awareness Month held in October each year; f. All information obtained from clients or in conducting briefings, classes will be considered confidential; g. The Contractor will be part of the future Human Resource Council and the EFMP Committee. The Council is expected to meet quarterly to report any trends, stressors, or problem areas identified when conducting classes and briefings. The EMFP Committee addresses needs specific to the program; h. The Contractor will be a voting member of the Case Review Committee; which is a multidisciplinary team that assesses reported incidents of spouse and/or child abuse. EXCEPTIONAL FAMILY MEMBER PROGRAM 2. Exceptional Family Member Program Service IAW AR 608-1, 608-75, DoD Standards and all other pertinent DoD, DA, or Picatinny Arsenal regulations, pamphlets, and guidance. The program will consist of the following components: a. Advise the ACS Program Manager of EFMP issues that affect their soldiers; b. Serve as chair of the EFMP committee (sub-committee of the Human Resource Council), which addresses issues and concerns within the EFMP community; c. Establish the Special Needs Resource Team (SNRT) that explores childcare and youth activity options for children with special needs in installation child and youth programs; d. Develop and maintain the installation EFMP standard operating procedures; e. Assess relocating soldier's EFM housing and community support needs prior to departure. Share required service information with the gaining CONUS installation EFMP manager or OCONUS MACOM EFMP manager; f. Assist families in developing solutions to individual and community EFM issues and problems and inform and advise the ACS Program Manager of FEM needs and resource requirements; g. Coordinate enrollment procedures with West Point Keller Army Community Hospital; Written/Administrative Procedures: a. Contractor will offer educational programs to all members of the community. Contractor will publicize classes in all available media at least six weeks prior to class beginning; b. Contractor will monitor distribution of sign in sheets (DA Form 5900) and critique sheets to all individuals attending the education classes. These will be provided to the COR within 2 days after completion of the classes. Sign-in sheets will contain name and rank. Critique sheets will be summarized on a cover sheet prior to giving to COR; c. Contractor shall monitor preparation of a minimum of one media article each quarter and deliver to COR. Article should contain information on all education classes and a brief synopsis of each class; d. Contractor shall keep statistics on clients in classes. Information will include how many classes were conducted and total attendance at each class. Contractor will submit statistics on a monthly basis; e. Contractor will be responsible for development, organization, and implementation of activities during Child Abuse Prevention Month held in April each year and Domestic Violence Awareness Month held in October each year. Contractor will submit schedule and list of items needed for program to COR no later than January of each year. Contractor will publicize all activities for this program in all media up to and including time of actual event; f. All information obtained from clients or in conducting briefings or classes will be considered confidential. However, Contractor will follow provisions in the NJ State Law, Army Regulation and/or SOP in reporting information on suspected abuse or neglect cases obtained from clients; g. Contractor will be part of the Human Resource Council, which meets quarterly to report any trends, stressors, or problem areas identified when conducting classes and briefings; h. Contractor will be a member of the Case Review Committee, which is a multidisciplinary team that assesses reported incidents of spouse and/or child abuse. Numbered Note 25.
