Description
The Marine Corps Air Station, Beaufort, SC has a requirement for a Haz-Stack System which consists of the following: An overhead bridge and trolley unit, a vertical mast staking unit with forks, a spark resistant air operated chain hoist, a steel drum handling unit and racking with necessary rail support and hose drag chain carrier system providing air power to the mast and bridge. The steel drum handling unit shall be for steel 55 gallon drums. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Visitation by all potential contractors for the purpose of evaluating and inspecting the Hazardous Material Warehouse Project will be authorized and is encouraged prior to submitting the proposal. The Site Visit is scheduled for 26 August 2003 at 9:00 A.M. EST. The offeror shall notify in writing, Gary Dukes via e-mail dukeswg@beaufort.usmc.mil. or facsimile to (843)-228-6347 , phone (843)228-6461,at least three (3) days in advance of the scheduled Site Visit, the names of company officials who plan to attend. Solicitation number M00146-03-Q-0864 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 (a) and Defense Acquisition Circular 98-43. This acquisition is unrestricted and is under the North American Industry Classification System code 337215, with a small business size standard of 500 employees. Standard features: Heavy -duty all cast iron industrial design. 25 HP 230/460/3/60 ODP Motor. 120 Fallon horizontal tank mounted. Dual control (Both Automatic Stop and Start and Constant Run Control Modes). V Belt Drive with totally enclosed belt guard. Low oil level shuts down switch. Motor starter- mounted & wired on package. Air Cooled after- cooler. Automatic tank drain valve. Two year pump warranty, one- year balance of package. Item 0005: Installation of all Stak Systems. Delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Beaufort, SC 29904. The following six requirements describe the necessary equipment to be purchased and installed as part of this solicitation. All equipment located in the warehouse shall be explosion proof. (Air compressor is to be installed in the mechanical room and need not be explosion proof) Requirement 1: Purchase and install Air Compressor: A two-stage reciprocating air compressor rated for 85 CFM at 175 PSI is required. Others features to be included are: heavy duty all cast iron industrial design; 25 HP 230/460/3/60 ODP Motor; 120 Gallon horizontal tank mounted; dual control (both automatic stop and start and constant run control modes); V belt drive with totally enclosed belt guard; low oil level shutdown switch; motor starter ? mounted & wired on package; air cooled after cooler; automatic tank drain valve; and two-year pump warranty. The air compressor shall be installed in the mechanical room. Installation includes electrical connection and installation of all air piping for a complete and usable system (i.e. turnkey). In addition, isolation ball valves shall be installed at each rack so that each rack can be isolated for maintenance. These ball valves shall be operable from floor level. Requirement 2: Internal lifting system: An internal lifting system is to be provided for each of the three lengths described in requirements 4, 5, and 6. The internal lifting system is to consist of an explosion proof overhead bridge and trolley unit, a vertical mast stacking unit with forks, a spark resistant air operated chain hoist, a steel drum handling unit and racking with necessary rail support, and hose drag chain carrier system providing air power to the mast and bridge. The lifting speed of the forks on the mast is to be adjustable between 0-26 feet per minute based on 90 psi line pressure to the spark resistant air chain hoist. The horizontal speeds of the bridge and trolley units are to be manual according to the operator?s requirements. The mast - stacking unit will permit continuous rotation to any point and will be ergonomically designed to meet the demands of present day environmental and safety requirements. The system will contain no electrification. Requirement 3: Spill kits: A spill kit cabinet is to be provided at the end of each of the three lengths. The cabinets shall be painted yellow; are to be 60 inches high by 30 inches wide by 28 inches deep; and contain four drawers and one cabinet area. Requirement 4: Length 1 of Hazardous Material compatible storage system (equipment and installation) Length 1 of the storage system will store haz-mat such as paints, sealants, and greases. We require storage for 185 pallets (2000 pound weight load) approximately 42 inches wide by 36 inches deep. 185 pallets (42 inch by 36 inch) are to be provided to MCAS. The pallets are to be stacked in a racking system up to a maximum height of 15-ft ? 5-in with access provided to each pallet by an overhead, mechanical, internal lifting system. The maximum length of the system is 57 feet and the maximum width of the system is 14 feet. Requirement 5: Length 2 of Hazardous Material compatible storage system (equipment and installation) Length 2 of the storage system will store hazmat such as oils, antifreeze, aircraft soap, and transmission fluid stored in 55-gallon drums. We require storage for 60 pallets (2000 pound weight load) approximately 52 inches by 30 inches or the equivalent to hold two 55-gallon drums per pallet. 60 pallets (52 inches by 30 inches) are to be provided to MCAS. The pallets are to be stacked in a racking system up to a maximum height of 15-ft ? 5-in with access provided to each pallet by an overhead, mechanical, internal lifting system. The maximum length of the system is 53 feet and the maximum width of the system is 12 feet. Requirement 6: Length 3 of Hazardous Material compatible storage system (equipment and installation) Length 3 of the storage system will store hazmat such as oils, hydraulic fluid, and paint stored in 5-gallon containers. We require storage for 80 pallets (2000 pound weight load) approximately 48 inches by 48 inches. 80 pallets (48 inch by 48 inch) are to be provided to MCAS. The pallets are to be stacked in a racking system up to a maximum height of 15-ft ? 5-in with access provided to each pallet by an overhead, mechanical, internal lifting system. The maximum length of the system is 36 feet ? 6 inches and the maximum width of the system is 16.5 feet. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JUL 2003)). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (April 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4,Contrac terms and conditions Commercial Items (Feb 2002). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2003), to include clauses(1) (7) (9) (12) (13) (14) (15) (16) (17) (18) (19) (24) and (29). FAR 52.237-1 Site Visit (Apr 1986). FAR 52.237-2 Protection of Government Building, Equipment, and Vegetation (Apr 1986) DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2003), applies with the following clauses applicable for paragraph (b); DFARS 252.225-7001, Buy American Act and Balance of Payment Program (MAR 1998); and DFARS 252.225-7012, Preference for Certain Domestic Commodities (FEB 2003). DFARS 52.232-7003 Electronic Submission of Payment Requests (MAR 2003). Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on PRICE and DELIVERY alone.
