Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase a pre-engineered metal pavilion structure approximately 50?-0?X 74?-0?clear span oblong octagon shape with minimum 12? high clear height columns and 12? extended eave, metal roof and all necessary items for a complete and usable pavilion. The structure components will be unloaded and assembled by Government personnel. The following specifications are considered to be minimum: Materials: Structural framing shall be structural steel tubing minimum ASTM A500 grade B. Compression R ing: Structural channel or welded plated minimum ASTM A36. Fasteners: ASTM A325 structural bolts; A36 threaded rod anchors bolts; self-tapping screws and rivets. Handrails shall be metal to match and be removable. Handrail designed to resist a horizontal load of 400 lbs per linear foot and be minimum 34-38? in height. There shall be no openings where a 4? diameter sphere may pass thru handrail. Roof Deck: Minimum 24ga. Metal roofing galvalume factory finish with Kynar 500 paint system. Ribs shall be minimum 1-3/16? high and minimum 12? on center. Panel shall be 3 feet wide with factory cut angles. Ribs shall run with the pitch of roof for proper drainage. Metal roofing trim is formed from minimum 26 gauge painted galvalume steel. All trim shall be hemmed on both sides and the eave trim strengthened by a 20 gauge galvanized core. Protective film shall be placed on all trim. Trim shall match color of roof. Roof slope shall be 3.5/12. Paint. All metal shall be premium powdered coated to a minimum of 3 mil thickness and shall receive double corrosion protection by way of Cationic Epoxy Electrocoat protection minimum 0.4 mil thickness. Contractor shall provide touch up paint to match and be unnoticeable when dry. Electrical: All 8 columns of structure to receive electrical outlets. See electrical plan showing location of lighting attached to roof structure for calculation purposes. Design Loads: Roof: 20 lbs snow per square foot, Structural: 90 mph wind load. Information to be provided with proposal: 1. Complete technical description/specification of offered product. Technical descrip tion/specification to demonstrate capability of providing (a) AutoCad compatible drawings of shop and erection drawings; (b) engineering support for structural requirements and shop drawings (c) structural calculations signed and sealed by a licensed Professional Engineer. Technical description to include color selection 2. At least three (3) past performance references for similar structures successfully delivered in the last three (3) years. 3. Method of shipment and delivery to meet FOB delivery 7 April 2004. 4. Confirmation that the contractor will provide the following after award: 1. Six (6) complete sets of shop drawings and structural calculations for approval prior to fabrication ; 2. list of materials; 3. final shop and erection drawings AutoCad compatible and 4. structural calculations signed and sealed by a licensed Professional Engineer. The pavilion st ructure shall be deliverable to NSWCDD on 7 April 2004 and shall be delivered, inspected and accepted FOB destination to NSWCDD. The contractor shall contact Government representatives one week prior to delivery in order to make arrangements for off-loading at construction site. This acquisition will be a Firm Fixed-Price contract. The solicitation number is N00178-03-R-3135; it is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12, dated 27 January 2003, and DFARS Change Notice 20021220 dated 20 December 2002. The North American Industry Classification System (NAICS) Code is 332311 with a size standard of 500 employees. The offeror shall provide a copy of any warranty applicable to the items contained in this solicitation. FAR 52.212-1, ?Instructions to Offerors ? Commercial Items,? applies to this solicitation and is hereby incorporated by reference. In accordance with FAR 52.212-2, ?Evaluation ? Commercial Items (JAN 1999)?, applies: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical compliance with the Government?s requirements, past performance and price. Technical compliance will be evaluated based on how well the proposed structure meets or exceeds the specifications listed herein. Offer?s shall include a completed copy of the provisions at FAR 52.212-3, ?Offeror Representations and Certifications ? Commercial Items,? with their offer. The following provisions apply to this acqu isition: FAR 52.212-4, ?Contract Terms and Conditions ? Commercial Items, ? FAR 52.212-5, ?Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items,? subparagraphs (a), (b) 1, 11, 12, 13, 14, 15, 16, 18, 19 (iii), 24 DFAR 252.212-7000, ?Offeror Representations and Certifications ? Commercial Items, ?applies with the requirement that offeror?s provide a completed copy of their offer, DFAR 252.212-7001, ?Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items,? subparagraph (a) applicable: 52.203-3, with the following provisions of subparagraph (b) thereof indicated as applicable: 252.225-7012, 252.243-7002, 252.247-7023 and 252.247-7024. The following additional DFARS provisions and/or clauses apply to this acquisition: 252.204-7004, Required Central Cont ractor Registration. The Government will award a contract from this combined synopsis/solicitation on an all of none basis. The closing date is 2:00 pm EST on 29 August 2003. Anticipated award date is prior to 30 September 2003. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren VA 22448-5100.
