- Notice of Contract Action. Edwards AFB has a requirement to custom synthesis and provide gram sample delivery of hybrid (Inorganic-Organic) polymeric materials for the Air Force Research Laboratory located at Edwards AFB CA. This study will be in support the Solid Rocket Motor Insulation for the Integrated High Payoff Rocket Propulsion Technology Program. This new study is to develop elastomeric POSS-polymers. The anticipated performance period is 90 days from date of award of the contract. The proposed action is for POSS Polymer studies in which the Government intends to solicit and negotiate with only one source, University of Massachusetts under the authority of FAR 6.302-1(a)(2). A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested offerors must submit adequate evidence to demonstrate their capability to provide such services. Firms responding must identify their company?s business size and category (I.e., SB, SDB, WO, etc.) All questions and information must be submitted in writing to Lt.
