Description

Notice of Contract Action. Edwards AFB has a requirement to research the use of corona discharge for decomposition and ignition of advanced monopropellants for the Air Force Research Laboratory located at Edwards AFB CA. The method of ignition will be characterized, and should allow a small workhorse thruster to be developed utilizing the ignition method. The studies will include the identification of non-flammable simulant liquid for discharge testing and development; using simulant liquid to determine suitable electrode configuration and characterize discharges; build apparatus for combustion tests; perform combustion tests; and assess the feasibility of using pulsed corona discharges for ignition of monopropellants. The period of performance will be 90 days from the date of award of the contract. The proposed action is for ignition studies in which the Government intends to solicit and negotiate with only one source, University of Southern California under the authority of FAR 6.302-1(a)(2). A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested offerors must submit adequate evidence to demonstrate their capability to provide such services.
