- Description
- The Administration for Children and Families (ACF), Office of Community Services (OSC), Division of Energy Assistance (DEA), through the Program Support Center (PSC), intends to award a twelve month sole source simplified acquisition to the APPRISE, Inc. The purpose of this simplified acquisition is to (1) prepare OCS? Low Income Home Energy Assistance Program (LIHEAP) Home Energy Notebook for FY 2003 which will supplement the LIHEAP Report to Congress for FY 2003, (2) develop LIHEAP performance data under the Government Performance and Results Act of 1993, (3) update the LIHEAP formula database, and (4) provide technical assistance on low income, home energy-related and LIHEAP targeting performance topics. Closing date for this announcement is September 2, 2003. The proposed simplified acquisition action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this Notice is solely within the discretion of the Government. Contractors may forward capability statements to the referenced address within 15 days after the date of publication of this Notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
