Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Syllogism.Com LLC, Derwood, MD under the authority of FAR 13.106-1(B) only One Source Reasonably Available, to develop a set of tools to provide ontological support for semantic interoperation & demonstrate the operations through a prototype software system. Specific objectives include: a) identify and express semantic equivalence of information content based on attribute/value patterns expressed in other, agent specific forms (databases, product catalogues, forms). Information theory, natural language processing and text - based information retrieval shall be explored in this research & b) Represent and reason about uncertainty in ontology definition and ontology translation/mapping. Bayesian networks and fuzzy logic are the two leading candidate formalisms for this research. The contractor has worked with NIST researchers in the enterprise Integration program for several years and is quite familiar with the goals of that program. He has also been a contributor to the preliminary research, to which this effort will contribute significantly, on the business-2-business interoperability testbed being developed in the Manufacturing Systems Integration Division within the Manufacturing Engineering Laboratory at NIST. A fixed price Purchase Order will be issued on or about September 2, 2003 with a five month performance period. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ). No RFQ is available. See note 26
