- NA This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and the Test Program outlined in FAR 13.5 as well as supplemented with additional information included in this notice. Th is announcement constitutes the only solicitation. This non-competitive action will be processed in accordance with FAR 6.302-1, (only one responsible source and no other supplies or services will satisfy agency requirements). SSP-Litronic, Reston, VA, i s the only known source that can provide the ME2000 Smartcard with the Army COE Logo as required. A sole source quote is being requested pursuant to this announcement and shall reference requisition number 964145-3209-4823. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 01-15, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. Offerors should complete and include a copy of the provision 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items, with the offer. The following clauses apply to this acquisition: Clause 52.212-4, Contract Terms and Conditions-Commercial Items; Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Execu tive Orders-Commercial Items; Clause 52.211-17, Delivery of Excess Quantities; Clause 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration and Clause 252.204-7004, Required Central Contractor Registration. To obtain a copy of th e above clauses and provisions, call the Point of Contact listed above. A Firm Fixed Priced Commercial Items Purchase Order, utilizing simplified acquisition procedures, will be used.
