Description
The FISC Norfolk Det Philadelphia intends to acquire on a sole source basis, Apprenticeship Training for the Philadelphia Detachment, Norfolk Naval Shipyard Foundry and Propeller Center. It is intended to negotiate a fixed price commercial items contract in accordance with the provisions of FAR Part 12 with Collegiate Consortium for Workforce & Economic Development, Philadelphia, PA. Contemplated training to include (but not necessarily to) Machinist, Foundry and Pattern-maker classes. Both Classroom and Laboratory training will be included. The Collegiate Consortium will work with the Foundry in training personnel for employment at the Foundry & Propeller Center, Philadelphia. An important component of the training program will include on-the-job training (OJT). Accessibility to the Naval Foundry, Philadelphia essential for conducting and coordinating the training program. The resultant contract is expected to extend for one base year, with up to four option years (or less) for a maximum total of 60 months. Additional details are as follows: Responsibilities of the colleges of the Collegiate Consortium are expected to include: 1. Development of three apprenticeship programs (one each for machinists, foundry and pattern maker technicians) comprised of 2,400 hours of classroom instruction (840 hours) and applied laboratory instruction (1,560) over four years. 2. Development of apprenticeship curricula in modular format including learning objectives, subject matter topics, laboratory activities, teaching materials, teaching aids, and evaluation instruments. 3. Instructional classroom and laboratory delivery. 4. Equipped classrooms and labs. 5. Scheduling and delivery of academic college courses required for the Certificate and Associate of Applied Science Degree program. 6. Coordination of the apprenticeship classroom and laboratory instruction with the academic certificate and degree program and the on-the-job-training component. 7. Academic advising for the apprentices. 8. Coordination between the colleges and the Foundry and Propeller Center staffs. 9. Clerical and accounting support for the program. 10. Program reporting and annual financial audit. 11. Retaining and assigning staff to the program including a project manager, coordinator, technical writer, faculty and clerical. 12. Providing office space and support for staff. Responsibilities of the Norfolk Naval Shipyard, Philadelphia Detachment, Foundry and Propeller Center are expected to include: 1. The recruitment, screening and hiring of apprentices, subject to acceptance by Delaware County Community College in the degree program including the required placement tests and application. 2. Securing required apprenticeship program approvals at the federal and state levels. 3. The on-the-job-training component comprising approximately 5,600 hours over four years for each of the three apprenticeships. 4. Retaining and assigning staff to the program including a ? time on-the-job-training coordinator, apprentice mentors, and subject matter experts to advise college faculty on curriculum development. 5. Reporting and evaluation of the on-the-job-training component. 6. Classroom space on-site. 7. Desk space for the college coordinator on-site. 8. Classroom and laboratory consumables including materials and texts. 9. College staff access to existing apprenticeship curriculum, plant equipment and anticipated technology advancements pertinent to the required apprenticeship training skill competencies. 10. Scheduling apprenticeship class starts. 11. Program evaluation. 12. Funding as proposed in the schedule of expenses. The college and laboratory skill instruction will take place at the Delaware County Malin Road Campus. The year will be comprised of three 15 week modules and include the academic courses required for the college certificate and degree to be delivered off-the-clock in the evenings. as outlined in the November 2002 report. The college classroom and laboratory skill instruction in the first year contains common instruction across the three apprenticeships (Machinist, Pattern-maker, Foundry) . It is anticipated that the apprentice recruitment and hiring will be structured to accommodate a minimum of two machinist apprenticeship classes, two foundry apprenticeship classes and one pattern maker apprenticeship class over the contract period. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
