- NA The US Army Communications and Electronics Command (CECOM) proposes to issue a Request for Proposals (RFP) for the purpose of awarding, on the basis of ??????Other Than Full and Open Competition??????, a five-year Indefinite Delivery Indefinite Quantity co ntract for testing support services at the Mobility Assessment Test and Integration Center (MATIC) facility. The planned contract would provide for operational testing of Command, Control, Communication and Computer (C4) Systems at the MATIC facility, whi ch is located on the Laguna Pueblo of New Mexico. Laguna Industries, Inc. (LII) is the only source that can operate on the Laguna Pueblo, a certified military ??????Experimental Site??????, which is suitable for testing various wireless prototype systems. In accordance with 6.302-1 a non-competitive negotiation is proposed with Laguna Industries, Inc. (LII). However, all responsible sources may submit a proposal, which shall be considered by the agency.
