- Presolicitation Notice Submitted: 14 Aug 2003 Purchasing and Supply Chain Management Bearing Enterprise Effort SOL F34601-03-R-0488 DUE 06 Oct 03 OC-ALC/LPKBB TINKER AFB OK 73145-3015, For additional information contact Edward Adams/LPKBB/ [405]739-4400 or Melinda Infante/LPKBA/ [405]734-8767 or Maj Rick Horn/LPK/[405]739-4401. This effort will be a firm fixed price requirements type solicitation for a three-year basic period, plus two one-year options for OC-ALC and Defense Supply Center Richmond managed bearings. It is the intent of the government to develop and implement a performance-based logistics bearing strategy to improve engine readiness through collaboration with its suppliers. Items for subject solicitation are source controlled or configuration controlled items, therefore all sources must be qualified prior to being considered for award. Qualification requirements are not available and award will not be held pending qualification of other sources. See attached spreadsheet for National Stock Numbers, Part Numbers, and Best Estimated Quantities for OC-ALC and Defense Supply Center Richmond items applicable to this effort. The approximate issue date will be 05 Sep 03. Electronic procedures will be used for this solicitation. The solicitation will include but may not be limited to these sources: Pratt & Whitney, MRC Bearings, General Electric, Timken Aerospace, Torrington, Fafnir, FAG Bearing Limited, FAG Kugelfischer, Barden Corp, New Hampshire Ball Bearing, Honeywell, Split Ballbearing Div/MPB Corp, Lucas Aerospace, Industrial Tectonics Bearings Co, Allison Engine Co, Rolls Royce/Allison, Hamilton Sundstrand Corporation, Boeing. Not all sources are qualified to manufacture all part numbers under this solicitation. Solicitation will specify the qualified sources for each NSN. No telephone requests. The solicitation will be available for download on the release date from www.fedbizops.gov. All responsible sources may submit a bid, proposal, or quotation, which shall be considered. Only written or faxed requests received directly from the requestor is acceptable. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
