Description
Enhancement of two (2) and one (1) new complete digital/analog voice telephone system as a Private Branch Exchange (PBX) with Voice over Internet Protocol (VoIP). The PBX shall encompass all common equipment and peripheral equipment as specified in this document and any attachments thereto, necessary to install a complete digital/analog voice telephone system, etc. The PBX will be purchased to satisfy the digital/analog voice requirements of the Department of Veterans Affairs Medical Center (VAMC) in Albuquerque, NM. A Nortel solution shall be provided for the VAMC. For the VAMC Albuquerque, System 1 shall consist of upgrading the main system that is a Nortel Meridian 1 Option 81 to Option 81C. Meridian Mail shall be updated from Level 3 to Level 4. Four (4) Primary Rate Interface Modules shall be added. System 2 co-located on the VAMC grounds services Psychology/Social Work. System 2 shall be upgraded from a Nortel Meridian 1 Option 11E to Option 11C. Call Accounting shall be installed. Cabinets shall be connected with fiber optic cabling. System 3 located off the VAMC site is on Centre Street and services Cooperative Studies. System 3 shall be a new Nortel Meridian 1 Option 11C. Call accounting shall also be installed for this site. Each system must be capable of processing telephone calls separately. The PBX, Voice Mail/Automated Attendant, ACD, IVR, and VoIP Systems under consideration shall be contracted on the basis of one supplier providing all items in the statement of work as a total system including warranty services. Offerors must be small disadvantaged business firms, veteran-owned small business firms, or disabled-veteran small business firms that possess a General Services Administration (GSA) Contract, Government Wide Area Contract (GWAC), or Blanket Purchase Agreement (BPA). GWAC and BPA contracts must be worded that the Department of Veterans Affairs is authorized to order off those schedules. The proposal request package will only be available on the Web under the solicitation number VHA-058. The solicitation package will be available for download 24 hours after the posting of this notice. Written correspondence concerning this procurement must be sent to the Contracting Officer at the Department of Veterans Affairs, 1335 East-West Highway, 3rd Floor, Silver Spring, MD 20910. The date for receipt of initial proposals is 2:00 PM EDST, August 29, 2003.
