- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This synopsis, reference number F1392731820100, is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 334519 with a 500-employee size standard. Contractors shall submit a lump sum proposal for all labor and materials included in this project. All responsible sources may submit a quotation, which shall be considered by this agency. CLIN 0001: Alarm Thunderstorm Sensor System with Heater and Mast. This unit is designed for stand-alone operations or integrated with non-ASOS/ -AWOS platforms utilized within both the international and domestic markets. Allows identification of lightning strikes with 30 nautical miles. The system is equipped with alarm system to notify weather personnel when there is a lightning strike within the set radius. System must have upgrade options to measure electric charge in the atmosphere. Complete system includes integrated antenna, which employs optical, electronic and magnetic sensors, mast, NEMA 4X enclosure, hardware to mount unit to the mast, and operation/ installation manual. PN: TSS-928 or equal. Manufacturer: Vaisala. CLIN 0002: Installation and Training. The following provisions are incorporated into this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; the following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government requirement. (2) Price. The Government will initially rank by price then assess each technical capability. For award purposes, technical capability is equal to price. The Government reserves the right to award to other than the low offeror.
