- This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Request for Quotation HAQ032040 incorporates provisions and clauses in effect through Federal Acquisition Circular 2001 14. This procurement is set aside for small business concerns. The North American Industry Classification System (NAICS) code is 332311, with a small business size standard of 500 employees. This is a firm-fixed price contract for the Bureau of Land Management, Medford District, Oregon. EVALUATION FOR AWARD: Award will be made to the responsible firm whose quote is most advantageous to the Government, price and past performance considered. TECHNICAL SPECIFICATIONS: Furnish all supplies, materials, and labor to supply and install a 24-foot wide by 48-long by 10-foot eve height with 1-foot eves pole structure for storage of equipment in accordance with standard industry practices. The installation site is the Medford District, Hyatt Lake Recreation Administrative Site, 7975 Hyatt Prairie Road, Ashland, Oregon and is to be located in the enclosed level, paved, ware yard. The shed shall be a pole-type structure nominally 24-feet deep by 44-feet long and with a clear interior height of at least ten feet. There shall be four ten-foot wide equipment bays, each with a manually operated roll-up door with a row of windows across its width and providing at least ten feet of vertical clearance beneath the door when the door is open. Exterior walls shall be panel board siding such as T-111 or similar with a primed and painted finish. The roof shall be a shed-type with 24 gage, smooth profile, standing seam, factory-painted and finished metal roofing and with metal or vinyl rain gutters and downspouts discharging onto splash pans adjacent to the building. The structural design shall meet the wind and snow load requirements for the geographic area. Water and power are available at the site and may be used by the contractor during construction. The building will not be wired or plumbed. On-site work may be performed between the hours of 6 a.m. and 5 p.m., Monday through Friday, or as approved by the Government. Structural members shall be designed to meet all pertinent Oregon Codes. Roof shall be white. Trim color shall be brown. The Government will select colors from Contractor-provided color samples. Metal thickness shall be a minimum of 24 gauge. Machine Stress Rated lumber for truss and purlin material shall be used. Utilize pressure treated wood columns. Provide shop drawings, prior to beginning any work, showing all details of the structure for government approval. Drawings shall be stamped with a professional engineers stamp. PACKAGING AND MARKING: The items shall be prepared for shipment consistent with standard commercial practice and in a manner that will ensure transportation and/or delivery to the user in a satisfactory condition and be acceptable to the carrier for safe transportation. The Contractor may use its own practice providing it fulfills these requirements. DELIVERY AND ACCEPTANCE: Deliver, FOB Destination, and install within 60 calendar days of award to the Bureau of Land Management, Hyatt Lake Recreation Administrative Site, 7975 Hyatt Prairie Road, Ashland, Oregon approximately 3.5 miles north of Oregon State Highway 99 on Hyatt Prairie Road. Consignee shall be notified a least two working days prior to delivery. Delivery shall be made between 8:00 and 5:00 p.m. Monday through Friday, holidays excluded. Inspection and acceptance will be made upon the Government=s determination the pole building meets the requirements of these specifications. APPLICABLE FAR CLAUSES AND OTHER PROVISIONS: The following FAR provisions apply to this RFQ and are incorporated by reference: 52.204-6 Contractor Identification Number -- Data Universal Numbering System (DUNS) Number; 52.212-1 Instruction to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications -- Commercial Items (Note: offerors must include a copy of the provisions at 52.212-3 with quote -- this can be obtained at http://www.arnet.gov/far); 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions. Required to Implement Statutes or Executive Orders - Commercial Items Alternate II (including 52.203-6, 52.2l9-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.225-3); 52.219-6 and 52.232-33. Offerors shall submit signed and dated quotes for Item 1 either on a SF1449 or letterhead stationery. Quotation shall include the price for the contractor furnishing all labor, materials, equipment, supervision, transportation and incidentals necessary to provide and install a pole building in accordance with the terms, conditions and specifications herein. Quotes shall be sent to Bureau of Land Management, Branch of Procurement (OR952), 333 S.W. First Avenue, 4th Floor, Portland, OR, 97204 COB (4:15 p.m. local time) on or before September 2, 2003.
