Description
The Department of Health and Human Services (DHHS) is implementing four ORACLE Financial modules as the Unified Financial Management System (UFMS) for all agencies within DHHS. The Albuquerque Area Indian Health Service has a requirement for services of an ORACLE Project Manager for implementation of these modules. Technical proposals are being solicited from Information Technology Consultants, Information Technology Consulting Groups, etc. with previous ORACLE Financials experience to implement ORACLE General Ledger, Accounts Payable, Accounts Receivable, Purchasing, Business Intelligence, Fixed Assets, Inventory and Projects modules. Implementation will include coordination with the DHHS UFMS efforts, interaction with IHS field advisory teams, field needs assessment, hardware recommendations, software configuration, supporting systems interface design, clean-up and conversion of existing data, testing and field training. Existing historical data/databases will need to be evaluated for conversion to the ORACLE Financials Systems. All proposals received will be accepted, evaluated and considered for award. Evaluation of proposals will be on the basis numerically weighted technical evaluation factors. The merit of technical proposals is significantly more important to cost/price proposals. In the event of a technical proposal tie, fair and reasonable cost/pricing factors will be the deciding factor for award. Prospective Offerors are encouraged to submit their best proposals. The Government anticipates in awarding a single, fixed-price contract for an 18-month period, from the projected contract award date of June 1, 2003. Technical proposals will be accepted only from the four corners geographical area including: Arizona, Colorado, New Mexico and Utah. The Request for Proposal (RFP) No. 03-05/VZ, ORACLE FINANCIAL package will be released on or about April 28, 2003. WRITTEN REQUEST ONLY, FAX NO. (505) 248-4641.
