Description
Eglin AFB FL has the intention and meaning to replace generator at building 132. The NAICS code for this requirement is 238210 and the size standard is $12 million. This acquisition is unrestricted. This is a performance price tradeoff acquisition and award will be based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. The job shall be bid with the cost of the entire project as one bid item. No alternative bid items exist for this project. Performance period is 120 calendar days. Estimated dollar range is between $1,000,000.00 and $5,000,000.00. The contractor shall furnish all services, materials, supplies, equipment, supervision, and labor as required in accordance with specifications and the above items. In general remove an existing 1000 KW, continuous duty, Fairbanks-Morse diesel generator set and associated Fairbanks –Morse Alternator 1250 KVA, 720 RPM, 3 phase, 60 Hertz, 2400/4160 Volt complete and off site to be disposed of including all associated fuel lines and associated day tank and exterior mounted large metal cylindrical pier mounted fuel tank mounted in a contained concrete area including demolition of all concrete structures, including demolition of engine cooling and oil cooling accessories and all associated air intake, exhaust, and air cranking systems and equipment. This generator is currently mounted inside a large metal building. The use of the tank and the Fairbanks-Morse generator have been discontinued and a new 4160 Volt Power feeder has been spliced in from a relatively new pad mounted 1000 KW, 4160 V, 3 phase, building. The work includes the removal of the existing outside pad mounted generator complete with its own custom designed sound attenuated chamber, including an integral sub base tank to an on construction site location to be determined during construction. A new 1000 KW, 480 Volt standby generator will be installed on the existing pad outside complete with a new sound attenuated chamber and sub base tank. The work includes installation of new 4,160 V power to fire pumps located within the existing generator building, fire pumps located in a remote building and a large metal working facility and large hangar. The work shall be phased to prevent outages during normal working hours. The contractor will be able to install new pad mounted switchgear besides the existing switchgear but will be have to make power connections changes from overhead and underground feeders during weekends or after normal working hours. The contractor will provide a written request to the Contracting Officer prior to any weekend or after hour work. Special Conditions: New underground primary systems, pad mounted transformers and underground secondary shall be in place prior to demolition work inside the buildings in order to minimize power outages to the buildings. Work inside the buildings will have to be done on weekends and will be phased in such a way to allow electrical systems to be operational during normal working hours (Monday through Friday, 7:00 am to 5:00 pm). This is a paperless acquisition. Paper copies of the solicitation will not be issued, but the request for proposal (RFP) will be available on the Federal government’s electronic posting system (www.eps.gov) on or about 23 June 2003. The estimated proposal due date is 23 July 2003. No response to this notice is necessary, and no source list will be maintained. Prospective contractors must be register in the DOD Central Contractor Registration (CCR) database prior to award of a government contract. Offeror are further advice that failure to register in the CCR database will render your firm ineligible for award. Registration requires applicants to have a DUN number. Recommended registering immediately in order to be eligible for timely award. Funds are not currently available for this project. No award will be made until funds are available to make payments under this contract. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. See note 26.
