Description
NASA/LaRC has a requirement for a SilentFlo Hydraulic Power Supply and a System Load Unit. Specifications for the SilentFlo model 505.30, are 24v control, 30/113 capacity @ 60 Hz (gpm/lpm), 26/100 capacity @ 50 hz (gpm/lpm), -16 port size pressure and return (o-ring seal fitting), -6/8 JIC prot size drain; standard (380-575V). The noise requirement for the hydraulic power supply is not to exceed 70dB. The power requirements are a minimum of 30 gallons per minute flow rate while maintaining 3000 psi of continuous hydraulic pressure. The system load unit needs to be compatible with the existing controller - MTS model 458. The data acquisition system accompanying this controller is an FTA fatigue crack growth system. The specifications for the System load unit 858.16 model 359-25kN are load unit with HPU pressure set at 21 Mpa (3000 psi), high performance 298.12 service manifold, hydraulic lifts with maual locks, with a 661.19F-04 load cell, requires bolt down mounting, model 252.24 38 l/min (10 gpm) suggested servovalve; 5.5 Kip; 25 kN. NASA/LaRC intends to purchase the items from MTS Systems Corporation, Eden Prairie, MN. MTS is the only known responsible source capable of meeting this requirement. Authority for Sole Source Procurements is FAR 6.302-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 22, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
