- NASA/LaRC has a requirement for the upgrade of an existing Datamax II Instrumentation Recorder. NASA/LaRC intends to purchase the items from RC Electronics who is the only known responsible source that can meet Agency requirements. The existing NASA owned instrumentation recorder was constructed by RC Electronics. As such, the company is thoroughly familiar with the sytem architecture and is the only company with access to the proprietary hardware and software components incorporated into the system. It would involve significant additional Government expense and time to retrofit the current system with alternate vendor hardware, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 28, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
