Description
NAICS Code: 541990 The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with the University of Illinois at Urbana-Champaign, 1101 West Peabody Drive, 364 NSRC, MC-635, Urbana, IL 61801 to develop an in vitro cytotoxicity data set for mixtures of the 9 haloacetic acids (HAA) formed as disinfection byproducts during chemical disinfection of water. The University of Illinois at Urbana-Champaign has already generated the single-chemical dose-response curves for these 9 HAAs in their laboratory, using a specialized in vitro assay. This laboratory is the only laboratory that has dose-response curves for each of the 9 individual HAAs that will be combined in various mixtures to generate the mixture data to be collected under this contract. Service from the same laboratory will ensure consistency and comparability of data. EPA believes that the University of Illinois at Urbana-Champaign, is the only vendor capable of satisfying the requirements stated above. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance for the service contract is expected to be twelve (12) months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities, qualifications, and how they would be useful to perform the proposed requirement in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation (RFQ) is available. Submit any responses to the U.S. Environmental Protection Agency, Attn: Robin S.
