Description
NAICS Code: 541710 The United States Environmental Protection Agency intends to negotiate on a sole source basis, with John Hopkins Bloomberg School of Public Health, for support in hosting a JOINTLY SPONSORED CONFERENCE with the U.S. EPA Office of Transportation and Air Quality. The conference shall be for the Implications of Health Effects from Proximity to Motor Vehicle Emissions on Transportation Infrastructure Policy. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253 (c)(1) which allows for contracting without full and open competition if there is only one responsible source and no other type of service will satisfy the needs of the Agency. John Hopkins Bloomberg School of Public Health is uniquely qualified due to their knowledge of the science regarding the emerging studies suggesting cancer and noncancer health effects from proximity to major roadways. The contractor shall in joint sponsorship with the U.S. EPA Office of Transportation and Air Quality, sponsor and host a three day conference on the Implications of Health Effects from Proximity to Motor Vehicle Emissions on Transportation Infrastructure Policy. The contractor shall, in joint sponsorship with the Agency, design, plan, market and co-host the conference. The contractor shall be jointly responsible for selecting speakers, locations and exhibits. The contractor shall be jointly responsible for conducting workshops and presentations. The conference will be scheduled for November 2003. This is a notice of intent. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to the requirement by submitting appropriate documentation to the office identified above, Attn: Donna Reinhart. Documentation must be received by the EPA within 15 calendar days after the date of publication of this synopsis in order to be considered by the EPA. A determination by the Government not to compete the proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
