Description
The work under this procurement consists of the contractor providing all management, supervision, labor, materials, equipment, and supplies to provide immediate service response for performance of water, gray water, and black water damage mitigation, sewage decontamination and restoration, microbial decontamination and miscellaneous repair services. The services shall be provided for the Navy, Marine Corps activities, Reserve Centers and other government activities located within the San Diego Metro Contract Region. The NAICs code for this procurement is 562998, All Other Miscellaneous Waste Management Services and the Small Business Size is $6M. This competitive procurement is solicited on an unrestricted basis with the intent to award one Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity contract. Award will be made to the responsible firm whose proposal conforms to the solicitation and offers the ?Best Value? to the government, price and other factors considered. Proposals will be evaluated technically acceptable, lowest price; with the following evaluation factors: (1) technical experience, (2) management plan, (3) past performance, and (4) price. Factors 1, 2, 3 are of equal importance. Factor 4, ?Price? will be the deciding factor after factors 1, 2, 3 have been met. The award will consist of one 12-month base period and four 12-month option periods. The minimum is $5,000.00. Work will be ordered on individual task orders placed against the contract. The government reserves the right to reject any or all proposals at any time prior to award and to negotiate with any or all proposers. OFFERORS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY EXCHANGES CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. Proposers should not assume that they will be contacted or given an opportunity to qualify, discuss, or revise their proposals. Firms submitting proposals will not be compensated. The availability of this solicitation will be limited to electronic media; the solicitation will be available for viewing and downloading, free of charge, via the electronic website: http://esol.navfac.navy.mil. The official planholder?s list will be maintained on, and may be printed from the website. All prospective offerors are required to register as planholders on the website. Notification of any updates or amendments to the solicitation will be posted on the website only. It is the sole responsibility of the offeror to continually review the website for changes. The solicitation will be made available approximately Aug 28, 2003. All Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a DoD contract.
