Description
The work under this procurement consists of the contractor providing all labor, equipment, material, transportation, supervision, and overhead to perform the full range of property management functions required to support and maintain 192 single family homes and deliver exemplary customer service to the residents at Naval Air Weapons Station, China Lake, California. Property management functions may include, but may not necessarily be limited to, resident relations, landlord-tenant mediation, occupancy inspections, routine and non-routine housing maintenance, preventative maintenance, grounds maintenance, pest control, street sweeping, janitorial services, refuse collection, change of occupancy maintenance, and other services customary in the property management industry. The North American Industry Classification System (NAICS) code for this procurement is 531311 ? ?Residential Property Managers.? The small business size standard is $1.5M. This procurement is being solicited on an unrestricted basis. The Government anticipates awarding one Firm-Fixed Price (FFP) contract that will contain a combination of FFP work and Indefinite Delivery Indefinite Quantity (IDIQ) work. Firms responding to this announcement must demonstrate relevant property management experience for residential housing facilities of similar size and complexity as may be found at NAWS China Lake. Facilities maintenance experience alone is not considered relevant property management experience. Offers will be evaluated based on the following evaluation factors: (1) Past Performance/Technical Experience, (2) Management Plan, (3) Small Business Subcontracting Support, and (4) Price. When the proposal is evaluated Factors (1) and (2) are approximately equal. Individually, Factors (1) and (2) are significantly more important than Factor (3). When the proposal is evaluated as a whole, Factors (1) through (3) are significantly more important than Factor (4). The importance of Factor (4), Price, will increase if offerors are considered essentially equal in terms of technical capability or if price is so significantly high as to diminish the value of technical superiority to the Government. Award will be made to the responsive, responsible offeror who offers the best value to the Government, price and other factors considered. Proposals may be given greater consideration for exceeding stated technical requirements. The award will consist of a base year, four one-year option periods, and five one-year award option periods. The availability of the solicitation will be limited to electronic media; the solicitation will be available for viewing and downloading free of charge via the electronic solicitation website: http://esol.navfac.navy.mil. The official planholder?s list will be maintained on, and may be printed from, the website. All prospective offerors and planrooms are required to register as planholders on the website. Notification of any updates or amendments to the soliciation will be posted on the website only. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. The solicitation will be made available approximately 22 August 2003. A pre-proposal site visit is scheduled for 16 September 2003 commencing at 0900. The location of the site visit is Naval Air Weapons Station, China Lake, CA, Housing Office. The purpose of the site visit is to provide interested property management firms with an opportunity to tour the site, gain a visual perspective of the scope and magnitude of the work required under this procurement, and to discuss with the Government the scope of work, industry practices, the solicitation, or other areas of concern/interest. Firms interested in attending the pre-proposal site visit are required to send an e-mail containing the names of all prospective attendees to the Contracting Officer no later than 1600 10 September 2003. Firms are requested to thoroughly review the entire solicitation and submit questions, comments, and concerns in writing to the Contracting Officer no later than 1600 Pacific Time on 10 September 2003. Contractors are encouraged to review the solicitation for consistency (or lack thereof) with standard industry practices and make recommendations/comments to the Government for improvement to the solicitation structure and content.
