- USAFE Contracting Squadron, Ramstein AFB Germany is soliciting for non-personal services for Operations and Maintenance (O&M) of communication equipment for Southern Europe Communications, henceforth will be known as ?SouthernComm.? Communication support for Southern tier Europe will include Italy, Spain, Greece and Bosnia-Herzegovina. Services include operation and maintenance of long haul communication support, telephone support and Land Mobile Radio (LMR) maintenance and repair. Contracted effort includes Audio/Visual Maintenance, Systems Control, Telephone Operations, Personnel Alerting Systems Maintenance, Inside Plant/Outside Plant Telephone switching, LMR, Communications Security, Ground Radio Maintenance, Help Desk Support, Visual Information, Network Control Center, Meteorological Navigational Systems Maintenance, Cryptographic Maintenance, Information Assurance, Plans and Implementation, Postal Operations, Small Computer Maintenance, Technical Control, Work Group Management, Satellite Communications, and Systems Control communication functions. The period of performance will cover a one-year base period and seven, one-year options if exercised. The government anticipates award on or about May 2004 with a 60-day phase-in to begin prior to contract start date, 01 Oct 2004. This acquisition will be issued as a Request for Proposal (RFP) on or about 9 Oct 2003. A pre-proposal conference and site visits will be anticipated the week of 20 Oct through 24 Oct 2003. All instructions/information required for submission will be included in the solicitation. A draft Statement of Work (SOW) was provided to industry; posted on FEDBIZOPS, 8 Jun 2003. Final version of the SOW will be included in the solicitation upon release. The government plans to use the Internet (http://www.eps.gov or FEDBIZOPS) as the primary means of disseminating and exchanging information. Hard copies will not be made available.
