Description Per Federal Acquisition Regulation (FAR) 5.202(a)(12), Notification of Proposed Contract Action was not advertised in the Commerce Business daily as only United Kingdom sources will be solicited and all services will be performed outside the United States. This is a combined synopsis/solicitation for commercial items prepared per the format in Federal Acquisition Regulation (FAR) Subpart 12.6, 13.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals (tenders) are being requested based upon the performance work statement listed in the ?Work Statement? section below. No written solicitation will be issued. A site visit is scheduled for August 11, 2003 at 10:00. Please call for details. The Solicitation number is F61708-03-T-0009 and is issued as a Request for Proposal (RFP). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. This acquisition is unrestricted. The U.S. Air Force 422nd Contracting Squadron intends to award a contract for the supply, installation, and commissioning of a communications console under Request For Proposal (RFP) F61708-03--T-0009. We are requesting proposals from suppliers/vendors in the local area (England). If your firm desires to compete for the opportunity to provide the above mentioned item, please submit a written proposal by 4:30PM on August 22, 2003 to: 422 ABS/LGC (Contracting), Building 202, Room 17, RAF Croughton, Brackley, Northants NN13 5NQ The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial, with addenda: paragraphs (h) & (i) of this provision do not apply; 52.212-2, Evaluation-Commercial Items, with the following addenda: paragraph (a) is filled with (1) Technical Capability to meet the government?s needs; (2) Warranty Terms; and (3) Price; This will be a best value award, where technical capability and warranty terms, when combined, are slightly more important than price; 52.212-3, Offeror Representations & Certifications ? As of 31 May 1998, all contractors wishing to do business with the Department of Defense are required to be registered in the central contractor registry. It is the offeror?s responsibility to register and/or confirm that all information in the registry is accurate and complete. Work Statement For Base Operations Console For RAF Fairford The Base Operations is the focal point for airfield planning, coordinating, directing and controlling all activities and emergency response agencies for the RAF Fairford Airfield. 1.0. DESCRIPTION OF SERVICES. Provide a two-position communication console to integrate 14 telephone lines, 2 land mobile radio base stations and 2 ground-to-air radios. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to remove and take away old communications console and install a new communications console for the Base Operations at RAF Fairford. 1.1. Must provide a digital recorder, user training and support required to maintain the recorder. Requirement for all audio via telephone and radio be recorded by a digital voice recording system. 1.2. Must have a boom microphone or telephone handset for each operator, and be user selectable. 1.3. Control furniture to be installed to accommodate the equipment and to house computer monitor at each position. 2.0. METHOD OF PERFORMANCE. The contractor must comply with all British laws and Air Force regulations that are applicable to these type of communications installations.
