Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation FQ5004319802 is hereby issued as a Request for Quote. This solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. The small business set-aside is hereby dissolved under NAICS code 432490, which has a small business size standard of $6 million. The requirement consists of the following, (CLIN #, Quantity and Unit of Issue, Description;) Please provide quote accordingly. Lease one Digger Derrick truck for a period of 12 months after the day of the award. SUBJECT: DIGGER DERRICK SPECIFICATIONS GMC 250 HP turbo diesel or equal, two wheel drive, rear turret mounted digger derrick line truck with the following options: BOOM SPECIFICATIONS - Hydraulic rotating digger derrick for mounting over the rear axle - Turret mounted self-locking high torque worm-gear winch equipped with oil cooled brake with 15,000 lb capacity. 104 feet of 1-1/8 ? diameter stable rope with eye splices on both ends. Two part line attachment, including one shackle, pin and klik pin. Combination downhaul weight and swivel hook. - Boom: Box section main boom constructed of high-strength steel. Mast and boom connecting points utilized self-aligning steel swivel bushings. Box section 2nd boom section constructed of high-strength steel and hydraulically extends and retracts inside of the main boom with 9 feet of extension. Designed to store the hydraulically extended fiberglass 3rd section. Double-acting hydraulically extended fiberglass 3rd section. Double-acting hydraulic extension cylinder equipped with integral holding valves on both hydraulic extension cylinders, equipped with integral holding valves on both extend and retract ports. The extension moves in and out on replaceable slide bearings and is painted with graphite impregnated paint for ease of movement without lubrication. Upper extension has controls for bucket operation and hydraulic tool attachment ports with quick disconnects. Hydraulically extended 3rd section of filament-wound fiberglass, including a flanged pole handling sheave head with provisions for bucket attachment. The extension moves in and out on tapered non-metallic rollers. The sides of the fiberglass boom are supported and guided by non-metallic rollers to prevent boom tracking. BOOM CAPACITIES Boom angle 80 degrees, 0 degrees, 10 ft. radius. Fully retracted 26,500 lbs., 5,200 lbs., 10,600 lbs. 2nd extended 18,250 lbs., 3,000 lbs., 9,750 lbs. 3rd extended 13,550 lbs., 2,100 lbs., 9,300 lbs. Load radius: 17 ft from centerline of rotation with boom fully retracted and boom at 0 degrees. 35.3 ft from centerline of rotation with booms fully extended and boom at 0 degrees. Elevation: +80 degrees to -20 degrees - Heavy-duty rest located between the body and cab, and supported by the sub frame and auxiliary outrigger assembly Dual lifting cylinders, with holding valves and self-aligning steel swivel bushings. - Turret is fabricated form high-strength steel utilizing thick side plates and a single-piece thick bottom plate. - Open center hydraulic system with 43.5 GPM at 2,500 PSI - Hydraulic overload protection - Transferable tilt pole plummer - Interlock for tilt pole plummer - Holding valve for transferable tilting pole plummer - Integral cable guides on boom - Command Post control located on upper tight side of turret with cushioned operator seat and side rails. A hydraulic foot throttle control, grip strut access steps to command post. Engine start/stop controls at control station. - 12,000ft/lb rated 2-speed reversible hydraulic digger. 60? long x 2-5/8? diameter hex auger shaft with auger adjustment holes, auger storage bracket with self latching auger catch, hydraulic activated auger release, safety pin, auger roll up cable, and telescopic trombone tubes which provide oil to the digger motor and which are supported on non-metallic bearings. Digger hanger is a box section, equipped with automatic pick up and transfer protection system. Left-hand auger storage. - 18? diameter Pengo auger with 5/16? flighting and with replaceable carbide teeth - Flow divider for tamper or pole puller - Heavy-duty modified A-frame primary outriggers and heavy-duty modified A-frame auxiliary outriggers. Two spool valve for auxiliary outriggers. - Recessed individual outrigger controls at tail shelf on the right and left side - Manual hydraulic selector valve for outrigger or boom priority at rear by outrigger controls. 60 gallon hydraulic reservoir, deck mounted at front of the line body. - Continuous and unrestricted 360 degree rotation in either direction. Rotation to be provided by hydraulically driven reversible worm gear drive and its pinion gear n direct contact with bearings outer race. - Full length sub frame constructed of 6?x6? steel tube with 3/8? top and bottom plates - Hydraulic tool circuit at rear with control valve, retractable hose reel and 35 feet of duplex 1/2? hydraulic hose with quick disconnects, located under tail shelf. - Non-conductive hoses where required - Hot shift PTO with dash mounted control switch - Load charts placed at control stations - One sets of parts and maintenance manuals - Two sets of operators manuals LINE BODY Curbside compartmentation - 32? front vertical with 2 adjustable shelves - 24? vertical opening with tread-plate access steps into bed area. Winter Package - transmission heater, oil pan heater, transfer case heater and hydraulic oil reservoir heater all wired into a junction box. Battery blankets, winter front, engine frost plug heaters, weather proof outside plug in. MAINTENANCE AND REPAIRS Baseline Vehicle Cab, Engine and Frame - Vendor will provide all routine maintenance and repairs as detailed in the Vehicle Manufactures Operation and Maintenance Manual to meet the Severe Service applications due to Arctic use conditions, extended idle periods and low average speed of travel on base. This includes but not limited to: - Leaks: Fuel/Oil/Coolant/Hydraulic/Air - Fluid and Filter changes at recommended intervals: Fuel/Oil/Coolant/Hydraulic/Air - Drive belts: Air/Hydraulic/Electrical - Turbo chargers and associated systems - Steering/Springs/Shackles - Winch/Tow connections - Tires and Wheels - Pump/ piping - Exhaust system/spark arresters - Sheaves/blocks/cables - Wiring/lights/horn/reflectors/mirrors - Windshield wipers/washers - Heater/defroster - Brakes/clutchs - Air tanks - Cylinder/valves - Safety devices (seat belts, warning devices, override switches and relays) - Instruments - Unusual noises Boom, Turret, Winch and Special Hydraulic systems - Vendor will provide all maintenance and repairs at the suggested frequency as detailed in the Owner/Operators Manuals for the installed turret on the baseline vehicle. This includes but not limited to: - Leaks: Oil/Hydraulic/Air - Fluid and Filter changes at recommended intervals: Fuel/Oil/Coolant/Hydraulic/Air - Drive belts: Air/Hydraulic/Electrical - Pump/ piping - Exhaust system/spark arresters - Sheaves/blocks/cables - Augers - Booms/outriggers - Platform/turntable (inspect for cracks and damage) - Hoisting mechanisms - Wiring - Air tanks - Cylinder/valves - Safety devices (warning devices, override switches and relays) - Instruments - Unusual noises Basically, all that is required to keep the Turret and Platform serviceable and in safe operational condition. Delays not due to misuse or abuse will be pro-rated for vehicle/turret downtime.
