- The Air Armament Center, Combat Support Systems, System Program Office at Eglin AFB, FL plans to issue a solicitation (request for proposal) for the Large Shelter System in late September 2003. It is estimated that responses will be due not later than 31 October 2003. All documents pertaining to this requirement have/(will be) electronically posted to http://www.eps.gov; a Request for Information (RFI) for this requirement was issued in March 2003 to the eps.gov web site. The solicitation will be conducted using FAR Part 15 procedures and will be awarded to the offeror(s) whose proposal conforms to the solicitation requirements, is considered technically acceptable, and will provide the ?best value? to the Government. The purpose of this procurement is to replace the BEAR (formerly known as Bare Base) Aircraft Hangar (ACH) by using existing commercial technology, development of a new design, or a combination of both. The LSS will employ an incremental acquisition strategy to develop, procure, and field a shelter system with a follow-on increment to add an environmental control system capability at a future date. The LSS primary goals are to provide an air transportable aircraft hangar to support existing and advanced fighter aircraft at expeditionary airfields worldwide. The Draft Statement of Objectives (SOO) is attached for reference. The Draft System Performance Specification will be posted prior to the Pre-Solicitation Conference. These documents are in Draft form and updates will be posted to http://www.eps.gov; as they become available. The Pre-Solicitation Conference will be held at the Destin Community Center on 26-27 August 2003, beginning at 0900 hrs. One-on-one meetings will start at approximately 1300 hrs on 26 August 2003. The street address is 101 Stahlamn Drive, Destin, Florida. The Community Center is located on the corner of Hwy 98 and Stahlman Ave, across from Bamboo Willies on Hwy 98. Written registration must be submitted on company letterhead NLT Monday, 25 August 2003. The request should include the company?s street and web addresses, names, positions/titles, phone and fax numbers/email addresses of attendees. Upon submittal of the registration, a one-on-one meeting time with the government team can be requested. Specific times for one-on-one meetings will be given on a first-come first-serve basis.
