- Description
- This is a combined solicitation/synopsis. The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a firm fixed price delivery order against a GSA contract to satisfy the requirement identified as Case Management System. The Air Force Legal Services Agency (AFLSA/JAC) requires a single, integrated Case Management System (CMS) for all of its divisions. Contractor shall provide an integrated solution to include software, installation services, customer support, training, and software maintenance. The Contractor shall also propose customization services and data migration services which the Government may acquire under contract options. The CMS server component will be installed at Maxwell AFB, Montgomery, Alabama. The desktop components, if any are required, will be installed in the National Capitol Region (NCR) and at least four offices outside of the NCR. Any server software necessary for integration with Microsoft Outlook may be required in the NCR and at up to four offices outside of the NCR. All communications between the user's desktop and the servers at Maxwell AFB shall be over port 443/SSL with encryption. Communication among server software components may also use Oracle Advanced Security Option/ Advanced Network Option, Port 1526. Communication between a server software component supporting MS Outlook integration and the MS Exchange server, which provides email service to the users, may also use SMTP or MAPI. All software components offered under this solicitation must be commercial-off-the-shelf. This is not a software development task. Award will be against a GSA Federal Supply Schedule for a base year and four option years. The Government seeks: 1) CMS server software including perpetual, transferable licenses. 2) An indefinite quantity of perpetual, transferable licenses for desktop software to communicate with the CMS server software if more than a standard web browser is required. 3) An indefinite quantity of perpetual, transferable licenses for customization tools with the ability to create & modify tables, forms, field labels, data attributes, and reports through a graphical user interface and ability to specify software events based on business rules using a scripting or programming language. 4) Installation and configuration of CMS server software components. 5) End User Training. 6) System Administrator Training. 7) Software support including help desk telephone support, bug fixes, patches, and new releases of all vendor-supplied software. 8) Reimbursable travel in support of this contract action as required by the Government. Additionally, the Government may order: 1) Services for customizing the CMS to establish an Initial Operating Capability. This shall be a firm fixed price CLIN. 2) Migration of data from a single MySQL legacy database resident on an AFLSA/JAS server to the new CMS. This shall be a firm fixed price CLIN. 3) Software for Integration with Microsoft Outlook. 4) Integration with LexisNexis or Westlaw computer assisted legal research systems. If this CLIN is ordered, the Government will specify which research system in advance of performance of the work. 5) Interface with a web based Document Management System, including installation and configuration support. If this CLIN is ordered, the Government will specify which Document Management System in advance of performance of the work. The Government anticipates ordering additional customization services, the exact extent of which cannot be accurately determined at this time. These customization services, if any, will be specified in future task orders, using labor categories specified in the GSA Schedule. Contractor shall discount the labor rates from its GSA Schedule by the percentage specified in Contractor?s offer to this solicitation. The Statement of Work and additional specification documents are attached. All quotes must be submitted electronically to john.darity@maxwell.af.mil by noon on 27 Aug 03, CST. It is requested that the subject of all quotes begin with "JAS/CMS from (your company name)". All quotes are limited to 250 pages, single-sided, 10 font minimum.
