Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 099782 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The North American Industry Classification (NAIC) is 541519 with a business standard of $21.0 million dollars. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price - One Time Buy contract. The Government intends to procure on a sole source software upgrades to an existing Imagelab Video Processing System which was designed by Werner Frei Associates. The upgrades are proprietary to Werner Frei. The proposed contract action is for IMAGELAB software upgrades for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. FOB Destination, FBI, ERF Bldg.,# 29758A, Quantico, VA 22135, All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed below no later than 4:00 PM, EST, August 27, 2003, quote clearly marked with RFQ 099782. Fax quotes will be accepted and, in fact, are encouraged at (703)339-2750. No hand carried proposal will be accepted. Bidders are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, your quote will be considered late. A copy of the software upgrades required can be obtained by sending a fax written request to (703)339-2750, Attention: Mabel Comfort. You must include your fax number and reference RFQ 099782. Any requests must be received by 3:00 PM, August 22, 2003. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The following clauses and provisions are incorporated by reference and apply to this acquisition. FAR Clause 52.212-1, INSTRUCTIONS TO OFFERORS (OCT 2000) and addendum is incorporated into this solicitation. ADDENDUM to 52.212-1: (b) Submission from offer(s) is to read as follows: "Submit signed and dated offer(s) to the attention of Ms. Mabel Comfort, Contracting Officer, RFQ 099782 FBI, 935 Pennsylvania Ave., N.W., Room 6875, Washington, D.C. 20535-0001. The quote may be sent via facsimile to (703) 339-2750. Incorporated by reference are the FAR clauses 52.212-4, CONTRACT TERMS AND CONDITIONS--COMMERCIAL (FEB 2002). PROTEST AFTER AWARD (AUG 1996): The Department of Justice (DOJ), Justice Acquisition Regulation Clauses, 2852.233-70--PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (JAN 1998); and, 2852.201-70--CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE (COTR) (JAN 1985). Clause 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES or EXECUTIVE ORDERS - COMMERCIAL ITEMS (MAY 2002), Subsection (a), (b), (d) and (e) apply. Clause 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS (JULY 2002) apply. Each offer shall include a completed copy of 52.212-3 with their quote. Offeror must acquaint themselves with the new regulations concerning Commercial Item acquisitions contained in FAR Subpart 12, and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
