Description
Background Wackenhut Services Inc (WSI) operates the Nonproliferation and National Security Institute (NNSI) under prime contract to the U.S. Department of Energy (DOE). DOE has tasked The Professional Development Program (PDP) to provide a program evaluation to assess the effectiveness of 1) PDP training and education programs to include Professional Enhancement Program (PEP) and Advanced Development and Professional Training (ADAPT), and 2) training provided by the Central Training Academy (CTA) at the Nonproliferation and National Security Institute (NNSI). PEP Designed to recognize training in each of the five safeguards and security disciplines and offer diplomas for completion of selected core and technical courses. Recognize professionals in the Safeguard and Security for the completion of the PEP courses. This is a formal process for ensuring the proficiency of personnel in the safeguards and security and other nuclear related communities. The Technical Qualification Program (TQP) and the Safeguards and Security Functional Area Qualification Standard were the basis for PEP. ADAPT A voluntary program, primarily for Safeguards and Security personnel who have been reassigned to a new job or have had additional functions added to their current duties. ADAPT is also intended to provide effective professional development to those who desire to train for career enhancement or to broaden their current knowledge and skills. The ADAPT program is also designed to serve as a tool for the supervisor who needs to develop an employee training plan, but do not have the time, resources, or expertise to do so. The ADAPT overview is located at http://www.nnsi.doe.gov/S/init/aboutADAPT.asp. CTA Training CTA develops and delivers the courses utilized by PEP and ADAPT. This evaluation should only include the CTA courses that are utilized by PEP and ADAPT. More information about the CTA is located at http://www.nnsi.doe.gov/S/ . Program Evaluation This RFP outlines the requirements for a program evaluation of PEP, ADAPT, and CTA training. Proposals should include possible methodology, pro?s and con?s of possible methodology, costs, and time required to gather data and answer the following questions: PEP 1.How does PEP benefit its participants? 2.Is PEP in alignment with the Federal Technical Qualification Program and the Security Functional Area Qualification Standard? 3.How is the Professional Development Program?s administration of PEP perceived by its customers? 4.How could PEP more effectively respond to its customer?s needs? ADAPT 1.How does the ADAPT program benefit its participants? 2.How does the ADAPT program benefit supervisors? 3.Is ADAPT in alignment with the Federal Technical Qualification Program and the Security Functional Area Qualification Standard? 4.How is the Professional Development Program?s administration of ADAPT perceived by its customers 5.How could ADAPT more effectively respond to its customer?s needs? CTA 1.Do the objectives of CTA training courses included in PEP and ADAPT support 1) TQP, 2) Security Functional Area Qualification Standard, and 3) the needs of the customers? 2.How could CTA training courses more effectively respond to its customer?s needs? Travel: Travel will be required in order to complete some of the tasks, conduct interviews, focus groups, analysis, etc. Travel costs will be reimbursed in accordance with the Federal Travel Regulations. WSI Project Management: The contractor will manage and assign their individual resources and are responsible for meeting the terms of the contract. WSI, Professional Development Program will provide overall project management and oversight to include: monitoring timelines, monitoring task and project completion, and review and approval of all deliverables.
