Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with BOC Edwards, of Wilmington, Massachusetts for two (2) each turbo molecular pumps, turbo controllers, solenoid operation isolation valves, active gauge controllers, mains cables for active gauge controllers, active wide range gauges, and special relay boxes. This system will be used by the NIST Center for Neutron Research (NCNR), in conjunction with several other identical BOC turbo molecular pumps, to create a thermally insulating vacuum around cryogenic and high temperature equipment. ***Sole Source determination is based on the need for the turbo molecular pump system to have absolute compatibility with the existing NIST, BOC Edwards equipment and parts inventory, so as to make and maintain the system as fully operational without adding engineering, integration, or developmental time delays. These systems have been upgraded to include uniform control panels throughout the NCNR to assure safety. BOC Edwards is the proprietary designer and manufacturer of the special relay box that protects the current system, as well as the user, from electrical shock. BOC Edwards is the only vendor that can provide a turbo molecular pump system that will have complete functional and internal compatibility with NIST?s current BOC Edwards turbo molecular pump systems. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 19, 2003. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
