- NAICS Code: 541380 NAICS Code: 541380. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR part 12.6. This announcement constitutes the only soliciation; quotations are being requested and a written soliciation will not be issued. The Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capabilities to respond to this requirement and submit a quotation which will be considered by the Government. Both standard operating procedures and a QA plan for the analysis of Axys Infiltrex 300 polychorinated biphenyl congener columns for all 209 congeners must be in place. A hard copy quotation must be received by Stacy Hill, Contracting Officer at U.S. EPA, Procurement Section 14th Floor, 61 Forsyth Street, Atlanta, GA 30303 by August 26, 2003 at 12:00 Noon EST. Supplies will be needed by September 1, 2003. Samples will be shipped during the approximate dates of September 15 - 30, 2003. Turnaround time 45 days from receipt of samples, FOB Destination. The cost of all QC samples, dilutions, and re-analysis required must be incorporated into unit prices except where specifically provided in Item 0007. Sample delivery group is 20 samples or less per batch delivered to the lab within a span of seven consecutive days. All removal or response actions involving the transfer of any hazardous substances, pollutants or contaminants shall be transferred to a facility which is operating IAW the requirements of the Solid Waste Disposal Act (42 USCA 6924 & 6925). The provision FAR 52-212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 520212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: Technical capability, past performance and price.
