- NA The Point of Contact for this project is Barbara J. Zimmer (817) 886-1052. Design/Construct 62 housing units (56 Company Grade Officer and 6 Senior Noncommissioned Officer). Construction will consist of variously configured one-story buildings which are factory built/manufactured and/or conventionally on-site built houses on clear sites. Demolition will consist of 62 existing housing units, including asbestos and lead-based paint abatement. Each new unit will have an individual heating and air conditioni ng unit, passive solar energy conservation features with cost effective, exterior storage, and all equipment and appliances for functional living units. Support facilities include all required underground utility services with individual meters for each u nit, telephone and cable TV, roads, driveways, sidewalks, street lighting and zero maintenance landscaping. Estimated value is on the low end of the Defense Federal Acquisition Regulation Supplement stated range of between $10,000,000 and $25,000,000. Th e plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use ONLY the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to th is solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. All offerors are encouraged to visit the Armys Sin gle Face to Industry website at htt;://acquisition.army.mil/default.htm to view other business opportunities. This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are solicited. Proposal from large business firms must comp ly with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District Subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be placed with the following: Small Business, 57.2; Small Disadvantaged Business, 8.9; Women-Owned Small Business, 8.1; American Veteran-Owned Small Business 3.0 (Including Disabled American Veteran-Owned Small Business); and HUB Zone Small Business, 3.0. The North American Industri al Classification System (NAICS) Code applicable to this project is 236115, Commercial and Institutional Building Construction, which corresponds to SIC Code 1521. The Small Business Size Standard is $28.5 Million. Solicitation to be issued on or about 2 9 August 2003. Proposals due on or about 13 October 2003. Duration of the project is approximately 400 calendar days. Offerors must be registered with the Central Contractor Registration (CCR) in order to receive a government contract award.
