Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Bruker Optics, Billerica, MA, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available to upgrade and implement a service maintenance agreement for one (1) Bruker Model IFS66v/s (S/N 402 B1015100) Spectrometer; specifically, a) the upgrade will enable the scanner mechanism to achieve lower velocities and stepwise movement; and b) the service maintenance agreement will be implemented for a one (1) year period with two (2) one (1) year option periods and will include labor, parts, travel, priority response, free remote diagnostics support, free software updates, free overnight shipping and discounts on accessories/upgrades and training courses. As the original manufacturer, the Contractor is the only source offering: a) the step/scan upgrade, b) all required replacement parts for the instrument; and, c) a staff of fully trained technicians and engineers completely familiar with the instrument who can offer immediate assistance, ensuring minimal system downtime. A fixed price purchase order will be issued on or about Aug. 28, 2003. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. See Note 26.
