Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for an Agricultural Waste Facility Design project. This project will be located on a privately owned dairy farm in Delta Junction, Alaska. This work will consist of reinforced concrete, compacted gravel, and a roofed waste-holding facility. Interested sources must be a certified professional engineer in the state of Alaska, and the successful awardee must be a certified Technical Service Provider in the state of Alaska prior to commencing work. The Technical Service Provider site can be accessed at http://nettles.itc.nrcs.usda.gov/techreg/. This project falls under the North American Industry Classification System (NAICS) Code 541330. The Sources Sought Notice posted on July 17, 2003, inadvertently reflected a NAICS Code of 541990, but should have been posted as 541330. In order to maximize competition, this will be a full and open competitive acquisition. Any contract resulting from this solicitation will be a one year (365 days) contract. The magnitude of this requirement is estimated to be less than $100,000. The solicitation will be available on or about August 27, 2003, and can be downloaded from this site. Any resultant award will be based on selection criteria in Federal Regulation 36.602-1. Hard copies of the solicitation document will not be available. A&E firms interested in providing this service will be required to submit four copies of completed Forms SF-254 and SF-255 to the contracting officer at the address shown in this announcement. A minimum of three of the most highly qualifed firms will be selected for discussions and will be ranked by the A&E Evaluation Board for negotiations. The most qualified firm will be asked to provide a cost proposal based on the performance of these functions. All questions must be directed to the contracting officer in writing by email only at steve.latimer@ca.usda.gov. No questions will be accepted by telephone. The anticipated date for receipt of proposals will be on or about September 17, 2003.
